Senior Business Analyst (Fixed-Term Contract – 18 months, Full Time)
Location: Lynton House, Ilford
About the Role
Redbridge Council is driving an ambitious Modernisation Programme to transform how services are designed and delivered. Through strategic use of data, digital technology, and innovation, the programme aims to enhance resident outcomes, improve efficiency, and ensure long-term sustainability.
We are seeking an experienced Senior Business Analyst to lead business analysis across high-profile modernisation programmes, collaborating with directors, project teams, and stakeholders to:
- Develop evidence-based, innovative solutions supporting the Council’s strategic priorities.
- Drive service improvement through data-driven decision-making.
- Bridge gaps between technical, operational, and strategic perspectives.
Key Responsibilities
- Lead business analysis across complex cross-Council modernisation projects and programmes.
- Define and shape analysis methodologies, ensuring alignment with strategic aspirations.
- Engage with senior stakeholders, including Directors and Heads of Service, to:
- Clarify business needs and service challenges.
- Facilitate workshops, discovery sessions, and requirements elicitation.
- Analyse current processes to identify efficiency, customer experience, and delivery improvements.
- Produce high-quality deliverables, including:
- Business cases
- Options appraisals
- Process maps
- Requirements documentation
- Provide strategic guidance to programme teams, ensuring solutions are viable, sustainable, and impactful.
- Support and mentor Business Analysts to foster best practice and continuous improvement.
- Contribute to methodology development, tools, and business analysis standards within the Modernisation Team.
- Track and realise benefits of proposed solutions, ensuring measurable business outcomes.

About You
Duration & Contract:
- Fixed-term contract (18 months) Full-time role.
Experience & Skills Required
You will have: ✔ Proven leadership in business analysis within large, complex organisations. ✔ Strong expertise in:
- Requirements gathering
- Process analysis & redesign
- Organisational change & service improvement ✔ Excellent engagement & influencing skills for working with senior decision-makers. ✔ Exceptional facilitation & stakeholder management abilities to drive collaborative decision-making. ✔ Coaching & mentoring capabilities to upskill junior Business Analysts. ✔ Bespoke reporting, written communication, verbal presentation, and problem-solving skills.
