Overview
Expleo is seeking an experienced Senior Consultant to support a policy and regulatory initiative within the payments sector. The successful candidate will bring strong expertise in payments regulation, fraud policy, consumer protection frameworks, and policy development, with the ability to lead policy workstreams, undertake complex analysis, and engage effectively with senior stakeholders. This role is ideally suited to an individual with experience within a regulator, financial services organisation, consultancy, industry body, or public sector environment, with a particular focus on payments and fraud-related policy.
Responsibilities
- Lead and contribute to the delivery of policy projects and analysis, both independently and as part of a wider team.
- Oversee the delivery of specific policy workstreams and support more junior colleagues where required.
- Work collaboratively within multidisciplinary teams, building effective relationships with policy, economic, legal, communications, and industry stakeholders.
- Apply robust policy and economic analysis to support the development and review of policy proposals.
- Draft briefing materials, reports, and discussion papers that clearly explain complex issues and support decision-making.
- Present analysis, findings, and recommendations to senior stakeholders and leadership teams.
- Act as a role model by sharing knowledge, experience, and best practice across the wider team.

Essential Skills
- Demonstrable experience working in a policy or regulatory environment.
- Deep understanding of the UK payments landscape, including payment systems, consumer protection, and fraud-related policy.
- Proven project delivery experience, including the ability to lead workstreams, manage priorities, and deliver against deadlines.
- Excellent written communication skills, with experience producing policy papers, briefings, reports, and recommendations.
- Excellent verbal communication skills, including the ability to present complex issues clearly and confidently to a range of stakeholders.
- Strong analytical and problem-solving capabilities.
- Knowledge of consumer reimbursement frameworks and fraud prevention measures.
- Strong stakeholder management and influencing skills.
Experience
- Strong experience within the payments, financial services, or regulatory sector.
- Experience contributing to the development, review, or implementation of payments policy, fraud policy, reimbursement frameworks, or regulatory policy.
- Experience within payments regulation or fraud prevention policy.
- Experience working within multidisciplinary teams consisting of economists, lawyers, policy specialists, and payment experts.
- Experience developing policy proposals and presenting recommendations to senior leadership.
- Previous experience working within a regulatory authority or government organisation.
