Senior Business Analyst (SAP Software Solutions)

Senior Business Analyst (SAP) – Fixed Term Contract

Planning Inspectorate – Corporate Services Team Location: Contractually based in Bristol (with flexible hybrid working arrangements) Grade: 1 x Senior Executive Officer (Grade) Salary: £46,689 (pension contributions included) Working Hours: 37 hours (or part-time at ≥20 hours with flexible options)


About the Role

Support and enhance Corporate Systems’ digital products (including SAP), ensuring continuous improvement aligned with Government Shared Services Strategy. Collaborate with Service Managers, Delivery Managers, Product Owners (Finance, Commercial, HR) and Operational Teams to shape digital services that drive efficiency and transformation.

The Planning Inspectorate delivers vital services that impact communities, the economy, and individuals’ lives. As part of the Digital, Data and Technology (DDT) Profession, this role is focused on leveraging technology to deliver government-wide improvements.

Key Responsibilities:

  • SAP System Enhancements

    • Play a pivotal role in improving Corporate Systems’ back-office SAP platform for Finance, Commercial, HR, and wider organisational teams.
    • Contribute to a strategic transition project targeting the migration to a new shared service model (2029/30).
  • Stakeholder Collaboration

    • Work closely with SAP Business Analysts, Delivery Managers, Product Owners, and external suppliers.
    • Engage with Change Management, Communications teams, and other Government Departments to drive adoption.
  • Business Process & System Optimisation

    • Apply subject matter expertise in ERP (Enterprise Resource Planning) to refine finance, procurement, and HR processes.
    • Conduct options analysis and business case development, assessing feasibility, operational impact, and benefit realisation.
  • Business Modelling & Analysis

    • Utilise techniques like process mapping, data analysis, and root-cause analysis to identify system efficiency gains.
    • Translate complex technical requirements into user-friendly models that align with corporate objectives.
  • Stakeholder Engagement & Influence

    • Build strong, collaborative relationships with internal and external users to understand needs and encourage buy-in.
    • Communicate effectively across teams, ensuring solutions balance strategic vision, business needs, and end-user requirements.

Person Specification

Essential Criteria

  • ERP & System Expertise

    • Proven experience in SAP or ERP environments, specialising in finance, procurement, and HR integration.
    • Strong knowledge of ERP best practices, including:
      • Order-to-Cash, Procure-to-Pay, Record-to-Report processes.
      • Integration between HR and Finance systems.
      • Cross-functional business flows (e.g., Budgeting, Cost Control).
  • Analytical & Problem-Solving Skills

    • Ability to assess feasibility, quantify benefits, and contribute to business case development.
    • Advanced data analysis and root-cause problem-solving capabilities.
    • Experience in business modelling (principles like BPMN, UML, or process flow diagrams).
  • Stakeholder Management

    • Track record of engaging diverse stakeholders, including technical and non-technical teams.
    • Skills in :
      • Conducting requirements gathering, user insights assessment. -Managing resistance to change through targeted communication.
  • Alignment & Delivery Orientation

    • Proven ability to ensure solutions meet strategic goals while addressing operational challenges.
    • Detail-oriented with attention to user-needs and system efficacy.

Key Logistics

  • Location: Officially Dublin-based (10-min walk from Temple Meads train station). Hybrid work will depend on team/business needs; flexible attendance discussed at interview stage.
  • Security Clearance: Standard Security Check (SC) required (process may take weeks).
