Salary: £56,436 – £76,872 per annum (negotiable based on experience)

Location: Westminster City Hall, 64 Victoria Street, Westminster, SW1E 6QP

Contract Type: Permanent

Hours: 36 per week

The Role: Senior Capital Investment Manager

You will lead strategically, take programme-level accountability, and inspire a culture of innovation and resident-centric delivery as the Senior Capital Investment Manager of Westminster’s Major Housing Works Programme.

Key Responsibilities

Programme Leadership & Governance

  • Lead complex capital works—orchestrating budget adherence, regulatory compliance, and strategic alignment with the Housing Asset Strategy.
  • Design, implement, and continually refine a standardised project governance framework, including:
    • RIBA-aligned stage gates and change control processes
    • Transparency measures for reporting, budgeting, quality, and risk management
    • Contract escalation and dispute resolution protocols
  • Uphold public funds safeguards, ensuring investments align with affordability, sustainability, compliance, and value for money principles.

Team & Stakeholder Management

  • Mentor and lead a multi-disciplinary team (Capital Investment Managers, Clerks of Works, contractors), promoting excellence and continuous learning.
  • Partner cross-organisationally to align objectives and act as a senior voice on resident-focused outcomes.
  • Embed a resident-as-partner model, ensuring their voices shape key decisions: design logistics, social value, and engagement strategies.

Resident & Technical Engagement

  • Execute recounts, logistical requirements, and high-level out-of-hours travel to activate housing projects collaboratively.
  • Apply lessons learned from live projects to improve transparency, accountability, and quality standards across future works.

Innovation & Sustainability

  • Champion ESI sustainability goals through optimized designs, procurement solutions, and procurement strategies.
  • Integrate emerging legislation (Building Safety Act, Net Zero targets) into programme planning.

Risk & Compliance

  • Oversee FOI responses, complaints resolution, legal queries and Member enquiries at programme level, with accountability records maintained.
  • Challenge and manage supplier performance, effectively mitigate risks, and collaborate with internal Director leads to resolve escalative issues.

Requirements

Essential

  • Proven leadership of complex capital programmes across all RIBA stages, with a track record delivering housing regeneration projects in time, budget, and quality.
  • Insight-led expertise in construction sequencing, critical path management, and contingency planning.
  • Technical acumen in materials, plant, buildability, and understanding design flexibility vs. delivery methods.
  • Chartered membership (MRICS, MCIOB, or APM) or equivalent professional experience; Chartered status strongly preferred.
  • Demonstrated ability to drive financial governance, manage multi-million pound budgets, and ensure forecast accuracy.
  • Experience embedding end-to-end risk and compliance assurance, serving as organisational liaison for budgetary authority.

  • Strong collaboration bridges with residents, stakeholders, statutory bodied, and project teams.
  • Advanced digital fluency (e.g., advanced Microsoft Office projects, learning curve愿意接入 ERP/analytics systems).
  • Commitment to regional innovation in housing and community legacy work.

Desirable

  • Knowledge of London Housing Design Manual, Part L & Part F adjustments, or near-mission-led design ethos.
  • Experience with procurement under NEC and JCT contracts, fostering change management, programme integration, and dispute resolution.
  • Background in looking beyond code-critical compliance for shared-value projects, student outcome benchmarks + housing-led frameworks (Home Office.).
