Estates, Facilities and Capital Planning Director – Strategist (Major Capital Projects) – NHS Highland
About the Role
The Estates, Facilities and Capital Planning directorate at NHS Highland delivers essential services that enable the continuous provision of safe, high-quality care for patients. Our services are supported by a team of over 1,000 NHS staff across a diverse portfolio of properties, services, and budgets.
You will provide strategic, operational, and technical leadership to the Estates Major Capital Planning function, ensuring best-value principles, standards development, and risk mitigation. The role will cover:
- Leadership of major capital projects, including the new £200M Lochaber Hospital Project
- Future long-term strategic planning that aligns with clinical and non-clinical service delivery
- Policy and guidance development, working through Health Facilities Scotland and collegiate agreements
- Representation in senior leadership forums, including NHS Highlands’ Senior Leadership Team and Area Partnership Forum
You will also promote awareness of the patient journey’s impact by the Facilities and Estates services, ensuring staff and managers recognise their contribution to quality and efficiency.
You will set the working standards of excellence and positive role modelling for NHS values, care, compassion, quality, dignity, respect, teamwork, openness, honesty, and responsibility.
You will be a key member of the Directorate Senior Leadership Team, contributing to national policy implementation alongside NHS Highland’s diverse operational and strategic management.
Key Responsibilities
Strategic Leadership
- Provide long-term vision for Major Capital Planning in support of NHS Highland’s clinical and organisational objectives
- Drive best-value principles, standards development, and risk management
- Lead major investment projects (including the £200M Lochaber Hospital Project) from conception to delivery
Operational Delivery
- Oversee the safe, high-quality care environment for patients, staff, and visitors
- Develop and implement service delivery strategies to support estates and facilities operations
- Maintain robust budgetary and governance frameworks to ensure financial efficiency and compliance
Collaboration and Policy Engagement
- Represent NHS Highland in national health facility forums, including Health Facilities Scotland and external partnerships
- Collaborate with the Senior Leadership Team and Area Partnership Forum to align estates and facilities to broader strategic objectives

Requirements
Essential Qualifications
- Qualification in Estates, Facilities Management, or a related field (e.g., Fellow of the Royal Institution of Chartered Surveyors (FRICS), Building Surveying or Engineering degrees, or equivalent experience)
- Extensive experience in high-level strategic planning and delivery for major $££ construction projects (public/private sector urged)
- Demonstrable track record in modern health care environments as Chief/Lead Surveyor, Estates Director or similar high-level statutory body post
- Strong leadership experience, including senior-year team management with both comparable estate portfolios and budgets
- Understanding of the NHS Scotland governance structure and policy guidance framework, including schools and disciplinary spaces regulations within health and space provision
Core Skills and Experience
- Excellent strategic-thinking and governance skills, with a focus on system-wide commercial and risk management
- Experience in driving new build and fit-out projects on tight timescales and under financial constraints
- Strong presentation and communication skills, including effective engagement with multi-disciplinary stakeholders
- Ability to articulate and advocate for estates investments to support wider organisational transformations and initiatives
- Proven ability to engage with managers across the board on estates strategy development and policy compliance
Preferred Attributes
- **Experience in organisational growth/development plans, including understanding staff equivalents, sanctuary and enablers frameworks
- A positive open attitude towards change

- 10+ years in Estates Management or equivalent roles, ideally within a healthcare setting
