Senior Change Business Analyst – Financial Regulatory Reporting (EMIR Focus)
About the Role
We are partnering with a global financial institution to recruit a Senior Change Business Analyst to oversee the delivery of Non-Financial Regulatory Reporting initiatives, with a specific focus on EMIR transaction reporting.
The ideal candidate must bring:
- Strong expertise in regulatory reporting and regulatory compliance
- Proven delivery experience in implementing complex regulatory changes across financial markets
- Demonstrable ability to work effectively across global stakeholders, including operations, technology, and control functions
- Critical role in ensuring ongoing regulatory compliance, mitigating risks, and advancing the firm’s strategic objectives
Key Responsibilities

Support the Change Management Lead in managing and delivering multiple regulatory reporting initiatives, ensuring:
- Alignment with regulatory requirements
- Adherence to program governance
- Accomplishment of strategic objectives

Serve as a senior change partner for business and technology stakeholders, driving:
- Definition and execution of policy, process, data, and technology changes to meet regulatory obligations
- Stakeholder engagement and buy-in across functions

Oversee delivery across workstreams, ensuring:
- Outcomes meet business and regulatory requirements
- Quality assurance, timely completion, adherence to scope and budget

Identify and manage delivery risks, issues, and dependencies—whether explicitly raised or implicit—while ensuring:
- Timely escalation to mitigate regulatory, delivery, or reputational impacts

Support program governance activities, including:
- Preparation and facilitation of steering committees, forums, and working groups to drive effective decision-making and prioritisation

Partner with Business Execution and Transformation teams for:
- Program oversight
- Financial tracking
- Risk management
- Management reporting

Provide guidance and informal mentorship to junior team members, fostering:
- A collaborative, high-performance culture
Essential Requirements
The candidate must have:
- 8+ years of experience in financial services, with expertise in:
- Capital markets products
- Trading and investment banking operations
- Securities processing
- In-depth knowledge of regulatory frameworks (e.g., EMIR, MiFID II, CFTC, SFTR)
- Proven track record in:
- Implementing regulatory or operational changes
- Process improvement initiatives
- Strong project and program management skills, including:
- Ability to plan, execute, and manage multiple initiatives under tight deadlines
- Capacity to challenge the status quo and drive efficiency

Exceptional stakeholder management abilities, with experience:
- Working cross-functionally (business, compliance, legal, technology)
- Resolving competing stakeholder requirements

Advanced analytical and requirements expertise, including:
- Interpretation of large datasets
- Ability to define business/technology requirements and assess system design implications

Clear communication and leadership skills, ensuring:
- Strong verbal and written communication
- Confidence in influencing senior decision-makers
Work Arrangement
This role will require 3 days on-site work in Belfast. Only candidates who can fulfill this requirement will be considered.
