Cost Manager – Incentivisation & Contract Administration

About the Role
You’ll oversee critical contract and commercial administration aspects for suppliers, sub-contractors, and project finances.
Responsibilities
- Administer contractual terms and conditions for suppliers and sub-contractors.
- Manage incentivisation arrangements as needed.
- Provide regular cash flow forecasts of expenditure.
- Report monthly expenditure against Incentive Targets.
- Lead the change management process, consulting with other functions to assess changes and project out-turn risks.
- Produce a monthly consolidated project-wide cost/expenditure report.
- Manage the monthly valuation process.
- Handle contractor and supplier claims, including adjudication and settlement recommendations.
- Oversee finalisation of contractor accounts and contract close-out.
- Manage all consultant/supplier/contractor instructions, ensuring signatures from approved parties.
- Administer financial contingencies within project packages, ensuring allowances reflect the current programme.

Requirements
Essential
- Experience in a cost/commercial consultancy practice in a similar role.
- Proven track record on large-scale projects in the water sector.
- Specialist knowledge of NEC contract management.
- Skills in cost planning, budgeting, and estimating.
- Experience in risk management.
- Strong contract administration expertise, including advice and execution.
- Familiarity with value engineering and life cycle costing.
- Deep understanding of industry best practice.
- Awareness of current trends, e.g. sustainability, social value, carbon reduction, and their impact on public sector projects.
- Ability to deliver Capex vs. Opex cost analysis/advice.
- Degree in quantity surveying/cost management or equivalent.
