CCL Global is recruiting for an experienced Senior Commercial Lead to support the delivery of a major UK nuclear and critical infrastructure programme.
This is a senior commercial position responsible for developing and delivering procurement, contracting, and commercial strategies across a portfolio of complex engineering and construction projects.
The successful candidate will have extensive experience delivering commercial and procurement activity across major capital projects, ideally within nuclear, energy, construction, transport, or another highly regulated infrastructure environment.

The Role
You will lead commercial and procurement activity across the full project lifecycle, from early strategy and market engagement through tendering, contract award, mobilization, and ongoing commercial assurance.
Key Responsibilities
- Leading commercial and procurement activity across a portfolio of major projects.
- Developing packaging, sourcing, procurement, and contracting strategies.
- Reviewing and approving commercial strategies, tender documentation, and contract recommendations.
- Selecting appropriate routes to market, lotting strategies, and supplier engagement approaches.
- Developing appropriate contract and payment mechanisms for complex infrastructure programmes.
- Leading procurements from tender initiation through evaluation, negotiation, award, and mobilization.
- Ensuring commercial activity complies with relevant governance, assurance, security, and public procurement requirements.
- Managing commercial risks, opportunities, budgets, and programme reporting.
- Supporting the development of business cases, cost estimates, and pricing strategies.
- Reviewing supplier markets and using commercial intelligence to support procurement decisions.
- Managing external consultants, contractors, and professional advisers.
- Providing commercial advice to senior programme and project stakeholders.
- Supporting internal and external audits and commercial assurance reviews.
- Coaching and developing members of the commercial team.
- Ensuring contracts demonstrate value for money and support successful programme delivery.

Requirements
- Extensive commercial, procurement, or contract management experience on major infrastructure, engineering, or construction programmes.
- Strong experience using the NEC suite of contracts, including contract drafting, negotiation, and commercial administration.
- Experience leading complex procurements across the full commercial lifecycle.
- Proven experience managing or leading multidisciplinary commercial teams.
- Strong knowledge of commercial strategy, contract strategy, and procurement planning.
- Experience developing cost estimates, pricing strategies, and commercial models.
- Experience supporting or reviewing major project business cases.
- Strong commercial governance, assurance, and risk management experience.
- Ability to make sound commercial decisions involving high-value and complex contractual arrangements.
- Strong stakeholder management and supplier negotiation skills.
- Ability to operate effectively in a fast-paced programme environment with competing priorities.
- Experience working within nuclear, energy, construction, engineering, or critical national infrastructure.

Highly Desirable
- Experience delivering procurement activity within the UK public sector.
- Knowledge of the Procurement Act 23, Public Contracts Regulations, or equivalent public procurement requirements.
- Experience working with central government commercial and business case processes.
- Knowledge of HM Treasury Green Book business case principles.
- Experience using Crown Commercial Service frameworks or other public-sector procurement routes.
- Experience working on nuclear new build, SMR, power generation, or other major regulated infrastructure programmes.
- Membership of a relevant professional body such as CIPS, RICS, or an equivalent commercial institution.
