Senior Commercial Manager

Senior Commercial Manager – Lower Thames Crossing Project

About The Role

Our Balfour Beatty Highways business has an exciting opportunity for a Senior Commercial Manager to play a key role on the Lower Thames Crossing (LTC), one of the UK’s most significant infrastructure projects.

The Project

The Lower Thames Crossing (LTC) is a £1.2B+ groundbreaking road tunnel beneath the River Thames connecting Kent and Essex. It will become the greenest road in the UK, generating six times more green space than road area, while enhancing transport capacity to reduce congestion and improve mobility for millions.

The Lower Thames Crossing Roads (North) portion is valued at over £1.2Bn, spanning from development to construction. The Senior Commercial Manager will report to and deputise for the Project Commercial Director, ensuring financial management across this major, complex initiative.


Key Responsibilities

  • Strategic commercial leadership: Make commercial decisions, prioritise opportunities, and adapt to market and customer needs
  • Economic analysis: Understand construction industry trends, economic factors, and their impact
  • Data & tender management: Review tenders, cost data, and commercial analysis for planning and estimating
  • Target cost & procurement planning: Lead preparation of Target Cost for Project Planning and procurement resource management
  • Legal compliance: Liaise with legal teams, apply construction regulations, and manage disallowed costs
  • Risk & opportunity management: Identify, report, and mitigate commercial risks & opportunities while ensuring alignment with project objectives

Requirements

Essential

✅ BSc/MSc in Quantity Surveying (or equivalent professional experience) ✅ Member/Fellow of RICS, ICES, or CIOB

Desirable

  • Strong communication, teamwork, and leadership skills
  • Strategic change management experience
  • Customer & business awareness with a focus on results
  • Ability to promote organisational goals and adapt to threats/opportunities
