Senior Commercial Manager – TOC Assurance (Heavy Civils)

Location: Suffolk / London (Hybrid Working)

An exciting opportunity has arisen for an experienced Senior Commercial Manager to join the commercial leadership team on one of the UK's largest and most technically complex heavy civil engineering programmes.

Working across multi-billion-pound infrastructure packages, you'll play a critical role in assuring commercial strategy, Target Outturn Costs (TOCs), procurement and pre-construction activities, helping to ensure major contracts are robust, deliverable and provide best value throughout the project lifecycle.

This role offers the opportunity to work alongside industry-leading professionals within a highly regulated environment, influencing the commercial success of one of Europe's most significant infrastructure investments.

The Role

Key Responsibilities

  • Lead independent assurance of Target Outturn Cost (TOC) submissions across major heavy civils packages, including earthworks, marine works, tunnelling, structures and enabling works.
  • Review and challenge contractor estimates, pricing strategies, methodologies and commercial assumptions.
  • Assess risk allowances, contingency and cost build-ups to ensure robust commercial submissions.
  • Support procurement strategies, contract packaging and pre-construction planning.
  • Oversee TOC development, evaluation, clarification and commercial negotiations.
  • Review scope definition, contract documentation and commercial deliverables.
  • Lead assurance reviews, governance forums and commercial workshops.
  • Build effective relationships across commercial, project controls, engineering and delivery teams.
  • Provide reporting, analysis and recommendations to senior leadership.
  • Support capital programme forecasting and commercial governance.
  • Contribute to quantitative cost and schedule risk assessments, including QSRA and QCRA using Monte Carlo analysis.

About You

We're looking for an experienced infrastructure professional with a strong commercial background gained on major civil engineering or capital delivery programmes.

You'll Bring

  • A minimum of 15 years' experience delivering major heavy civils or infrastructure projects.
  • Extensive experience in procurement, pre-construction, estimating, quantity surveying or commercial management.
  • Previous experience working within a Tier 1 contractor, major consultancy or complex infrastructure client environment.
  • Proven expertise in Target Cost, Target Outturn Cost (TOC) or cost assurance.
  • Strong understanding of cost planning, estimating techniques and infrastructure delivery.
  • Experience reviewing and challenging complex commercial submissions.
  • Working knowledge of quantitative schedule and cost risk analysis (QSRA/QCRA), including Monte Carlo methodologies.
  • Experience of NEC and/or target cost contracting models. Knowledge of PAA contracts is advantageous.

Qualifications

  • Degree qualified in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline.
  • Professional membership such as RICS or equivalent is desirable.

  • Confidence to constructively challenge contractors and senior project teams.
  • Outstanding communication and reporting skills.
