Senior Commercial Manager - MoD Construction Project
We are currently recruiting for a Senior Commercial Manager for a major MoD construction project located in Cirencester, Gloucestershire.
Role Overview
The Senior Commercial Manager is responsible for all commercial and financial elements on a high value, complex construction project through pre-construction, delivery, and final accounts stages.
Key Responsibilities
As Senior Commercial Manager, you will lead and manage the commercial activities for the project. You will be running a project or a complex section of a large project.
- Procurement of the project in accordance with approved strategy, ensuring that orders are fully scoped, bought at best value, and are correctly contracted in accordance with limits of authority.
- Liaising and communicating with the Client team in accordance with the contract. Managing supply chain relationships to ensure a consistent and coordinated approach to procurement.
- Robust implementation and management of commercial, legal, insurance, and risk controls of the Project (including but not limited to OLi and PMTR/PID’s).
- Accurate commercial reporting and contract administration. This includes (but is not limited to) interim payments, management of change accounts, cash flows, final accounting, and contract administration.
- Ensure that the project is delivered in a safe, timely, efficient, and sustainable manner, whilst achieving project targets, meeting client expectations, and enhancing the reputation of the business.
Essential Credentials
- Maintain CSCS card for the role.
- Professional Construction Qualifications relevant to the role or qualified by appropriate level of experience (as noted below).
- Have a related Chartership such as MRICS.
Desirable Credentials
- Degree in Quantity Surveying or other construction-related degree.

- Written and verbal communication to influence and build relationships.
- Ability to influence and lead teams.
- Demonstrates skills in the avoidance and defence of claims.
- Tendering subcontract works packages of medium to high value.
- Able to prepare subcontract documentation ready for engrossment by external parties.
- Advanced word-processing, Excel spreadsheet packages, and cost management software.
- Ability to read drawings and construction design information.
- Valuing interim applications.
- Measurement and valuation techniques.
- Management of claims including assessment of entitlement for prolongation, loss, and Expense including inflation.

Knowledge
- Knowledge of current construction laws, legislations, and regulations, standards, and procedures.
- Commercial and financial understanding in the above context – ability to contribute to value engineering as part of the design process.
- Understand and apply commercial & financial procedures and reporting systems.
- Maintains detailed prelim forecasts and actual costs and intervenes where negative trends are identified.
- Management of bonds, PCGs, warranty insurances, and associated risks.
- Management of cost, value, and profit.
- Reports accurately to the monthly forecast final account.
- Manages cash flow to the benefit of the project and business.
- Good understanding of building technology/construction methods.
- Full knowledge and understanding of JCT, NEC, Construction Management, and Management Contracting Contracts.
Experience
- Pre-construction experience.
- Background with a main contractor on projects above £30m in value.
- Converting the Project to an NEC4 Option A Contract for Construction.
- Proven track record of delivering successful construction projects safely.
- Experience of managing field construction activities on major/complex projects.
- Minimum experience approximately 15 years in construction, including a sound knowledge of Construction methodology, process, and sequence.
- Procurement of work packages in line with the Project Procurement Strategy.
- Conversion of the project from preconstruction to construction.
- Communicating and liaising with the Client team in accordance with the contract.
- Production of Tender Recommendation Reports and Contract Sum Analysis.
- Preparation of Subcontracts for execution in line with limits of authority.
- Procures robust packages with an understanding of package interfaces.
- Manages the change process in accordance with the contract.
- Prepares bid documentation to ensure a fully defined tender.
- Minimum experience approximately 10 years in construction including a sound knowledge of Construction methodology, process, and sequence.

- Uncompromising discipline and rigorous approach to follow the process and close projects out.

- Drives a culture of safety and quality and embeds best practice to set the standard in the organization and the industry.
