Senior Commercial Manager

Amey Consulting has been awarded a place on the Network Rail Development and Design Partnership Framework (DDPF) to connect people, businesses, and communities in the north of England. Amey Consulting was chosen as a design and consultancy partner for the framework worth £300m to deliver a range of infrastructure services including professional development, design and technical support over the next five years. The business will provide people with better rail transport connectivity and access to employment, education, and healthcare services across the towns and cities in the north of England.
Amey’s industry-leading systems thinking approach will play a key role in the development and delivery of end-to-end engineering services under this framework, underpinned by a strong collaboration with delivery partners ensuring a cost effective and transparent approach to all aspects of the process.
A key element of the framework will include developing investment cases in addition to optioneering and design services. The provision of these services will be dedicated to several major strategic rail programmes that stretch across the Eastern and North West & Central Regions, including Northern Powerhouse Rail (NPR), the Integrated Rail Plan (IRP), and Network North (NN). Amey Consulting has been awarded Leeds to Sheffield ES2 and Sheffield Station ES3, this is one of the requirements that the successful candidate will support on.
Furthermore, Amey OWRs growth strategy is exciting, leading towards a significant increase in headcount and turnover by 2029. This is planned to be achieved via entering new sectors, new regions and increasing our foothold within the existing markets.
Key Responsibilities
- Champion Amey’s Zero Harm culture and support delivery of Target Zero Action Plans.
- Build strong, collaborative client relationships to support delivery, manage change, resolve conflict, and position Amey for future opportunities.
- Drive consistency and excellence in commercial processes across pre- and post-contract stages.
- Apply commercial best practice to maximise value, minimise risk, and deliver customer-focused outcomes.
- Lead opportunity and risk management using established business tools.
- Work closely with Finance to ensure robust cost control, including budgets, forecasts, and WIP management.
- Manage the change process, ensuring all contractual notices and early warnings are issued within required timescales.
- Advise senior Commercial and Operational leads on contractual obligations, claims, and extensions of time.
- Ensure accurate, timely Applications for Payment and Final Account submissions.
- Support bid teams in developing commercially sound solutions that translate into successful delivery.
- Lead commercial mobilisation of new contracts, ensuring tender strategies are understood and implemented.
- Support supply chain strategy and ensure subcontractors are procured and managed effectively.
- Oversee KPI performance, reporting, and compliance.
- Provide leadership, coaching, and development to the Commercial team, promoting an inclusive and open working environment.
- Embed commercial awareness across operational and non-commercial teams.

Qualifications
- Degree or master’s degree in Quantity Surveying, Commercial Management, or a related discipline (desirable).
- Commitment to Continuing Professional Development (CPD) and progression toward membership of a relevant professional institution.
Skills
- Strong understanding of Health & Safety compliance within commercial frameworks.
- Excellent commercial and financial acumen.
- Strong knowledge of standard forms of contract, including those used in the support services sector.
- Awareness of industry trends and their implications for Amey.
- Ability to build strong client relationships while protecting contractual entitlements.
- Skilled negotiator with confident presentation abilities.
- Committed to fostering an inclusive and supportive working environment.
Experience
- Proven track record in quantity surveying or commercial management, with significant experience in a senior role.
- Demonstrated success in managing main contracts.
- Strong background in supply chain procurement, management, and accounting.
- Detailed understanding of dispute resolution processes and record-keeping requirements.
- Experience in commercial and financial budgeting, forecasting, and reporting.
- Experience recruiting, leading, and developing a Commercial team.
