Senior Commercial Property Surveyor
Chartered Surveyor – Commercial Property Management (Asset Management & Tenancy Compliance)
Agency: Grosvenor Reports to: Head of Commercial Property Management Direct Reports:
- Commercial Surveyor – Asset Management
- Commercial Surveyor – Tenancy Compliance Primary Location: Eaton Estate, Eccleston, Cheshire (additional locations to follow) Contract Type: Permanent – Full Time (35 hours per week) Working Arrangement: Hybrid
Purpose of the Role
To provide senior operational leadership and management of the commercial property management function across the Eaton and Halkyn Estate’s Property and Mineral portfolios, ensuring:
- Asset management
- Tenancy and statutory compliance
- Lease events management
- Operational property management
The role acts as the principal managerial and technical interface between the Head of Commercial Property Management and the Commercial Surveyors, translating strategy into delivery while maintaining high professional standards. The position will actively manage and optimise income, risk, and service performance across the entire commercial portfolio.
Key Responsibilities
Strategic & Asset Management
- Support the Head of Commercial Property Management in formulating, reviewing, and delivering:
- The Estate’s commercial property and mineral strategies as incorporated in the Eaton Estate Strategy
- Asset management plans across commercial property and mineral portfolios, identifying value-enhancement opportunities in:
- Income maximisation
- Capital receipts
- Sustainability
- Long-term resilience
- Collaborate with:
- Building Services
- GIS Mapping
- Support Services
- Finance (e.g. capital expenditure projects)
- Implement key initiatives, including:
- Re-purposing buildings
- Developing or redeveloping land and assets
- Provide informed commercial input into capital projects by working with Building Services, Project Management Office, and external advisers.
- Maintain a strong understanding of local and regional property markets to inform:
- Leasing strategies
- Asset performance reviews
- Recommendations for the Head of Commercial Property Management
- Identify opportunities to:
- Reduce voids
- Improve covenant strength
- Enhance cost recovery
- Boost service efficiency
Operational Property Management
- Oversee coordinated management of the commercial property and mineral portfolios, ensuring policies, procedures, and standards are consistently applied.
- Progress and conclude key lease events, including:
- Rent reviews
- Lease renewals
- Regears
- Assignments
- Surrenders
- Variations on commercially advantageous terms.
- Ensure rigorous tenancy compliance across portfolios, including:
- Lease covenant adherence
- Statutory obligations
- Health & safety compliance
- Risk management protocols
- Contribute to:
- Annual building insurance renewal processes for commercial portfolios
- Input into annual asset and Capital Gains Tax (CGT) valuations.
- Act as an escalation point for complex tenant issues, disputes, and negotiations.
- Manage relationships with external advisers (mineral surveyors, professional advisers, solicitors), ensuring:
- Value for money
- Appropriate service quality
- Maintain accurate, timely, and well-documented property records for:
- Lease documentation
- Plans
- Compliance files
- Asset information

People Management & Leadership
- Provide line management for the Commercial Surveyors.
- Allocate workloads and prioritise tasks to ensure strategic, asset-focused, and operational responsibilities are met.
- Support mentoring, technical guidance, and performance management for direct reports.
- Foster professional development, career progression, and APC support (as required) in coordination with the Head of Commercial Property Management.
- Cultivate a collaborative, professional workplace culture while maintaining:
- Strict confidentiality
- Ethical conduct aligning with Estate values.
Financial Management
- Assist the Head of Commercial Property Management in:
- Preparing and managing revenue and capital budgets for commercial and mineral portfolios.
- Monitor:
- Income performance
- Arrears
- Income recovery
- Recharges and recoveries (via collaboration with Finance Team).
- Support financial benchmarking against strategic KPIs.
- Provide robust commercial recommendations backed by financial and risk analysis.
- Contribute to business planning, forecasting, and reporting for senior management and trustees.
Risk, Compliance & Governance
- Ensure all legal, regulatory, and Estate governance requirements are met.
- Support the Agent for Eaton & Halkyn Estates, Head of Health & Safety, and Mineral & Environmental Manager in:
- Risk management for active quarries and mineral legacy sites.
- Implement risk assessments, health & safety policies, insurance, and statutory compliance procedures.
- Participate in:
- Audit processes
- Insurance valuations
- Maintain complete records and audit trails for all significant commercial decisions.

General Duties
- Represent the Commercial Property Management Team professionally to:
- Tenants
- Advisers
- Stakeholders
- Engage positively with local urban/rural communities, particularly commercial tenants and their interactions with other Estate elements.
- Foster strong stakeholder relationships in Chester and Cheshire.
- Collaborate with Rural, Building Services, Finance, and Health & Safety teams for integrated estate management.
- Undertake additional duties as required by the Head of Commercial Property Management.

Essential Qualifications & Attributes
- Chartered Surveyor (MRICS) or equivalent, with post-qualification professional experience.
- Strategically and analytically minded—able to understand the big picture and deliver high-standard results within financial goals and deadlines.
- Proven commercial property management and asset management experience.
- In-depth knowledge of:
- UK Landlord & Tenant Legislation
- Property-related statutory regulations
- Lease structures and practices Ensuring specialist knowledge remains up-to-date.
- Strong skills in:

- Ability to manage and adapt knowledge, working collaboratively.
- Flexibility to cope with uncertainty and change.

Desirable Qualifications & Experience:
- Experience in managing mixed commercial portfolios, especially rural/estate-based assets.
