Senior Connectivity and Regional Cooperation Officer – Sectors, Themes, and Finance Solutions Department (STF)
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is to finance Infrastructure for Tomorrow in Asia and beyond, with sustainability at its core. The Sectors, Themes, and Finance Solutions Department (STF) drives technical excellence and expands the Bank’s expertise across all sectors and themes to advance both sovereign and non-sovereign investments. It spearheads the development and implementation of pioneering projects and pioneers innovative financing products, often leading adoption ahead of client departments.
About the Role
The Senior Connectivity and Regional Cooperation Officer is a core mid-senior staff position responsible for leading:
- The strategic design, formulation, implementation, and monitoring of AIIB’s regional connectivity and cross-border cooperation programmes
- Support for AIIB’s priorities in green infrastructure, digital connectivity, trade facilitation, and inclusive regional development
Responsibilities
Strategic Leadership & Advocacy

Lead the -research, drafting, and implementation of AIIB’s regional connectivity approach, thematic guidances, and operational framework for cross-border cooperation.

Conduct systematic analyses of:
- Regional infrastructure gaps
- Cross-border bottlenecks
- Trends in regional integration across AIIB member regions

Define strategic priorities for:
- Transport connectivity
- Digital infrastructure
- Energy interconnectivity
- Trade facilitation
- Cross-border sustainable infrastructure

Project & Programme Development
- Identify, screen, and develop high-impact cross-border and regional infrastructure projects.
- Lead pre-feasibility and feasibility reviews for multi-country connectivity programmes.
- Support project initiation, concept-note development, and pipeline prioritization.
- Monitor pipeline quality and facilitate due diligence for regional investment programmes.
Stakeholder Engagement & Policy Dialogue
- Manage high-level interactions with:
- Member governments
- Ministries of finance, transport, energy, digital economy
- Regional economic commissions
- Lead bilateral/multilateral dialogues on regional cooperation, resolving coordination issues and aligning national plans with AIIB’s vision.
- Represent AIIB in:
- Regional ministerial meetings
- Industry forums
- Multilateral cooperation events
Partnerships & Knowledge Sharing
- Develop and nurture strategic partnerships with:
- Multilateral development banks (MDBs)
- Regional organizations
- Think tanks
- Coordinate:
- Joint regional programmes
- Cofinancing frameworks
- Technical knowledge exchange initiatives
Knowledge & Institutional Support
- Synthesise best practices and embed innovative global cooperation models into AIIB’s operations.
- Lead flagship connectivity reports, policy briefs, thematic research, and case studies.
- Compile trends and success stories to shape AIIB’s institutional knowledge and external advocacy.
- Support annual work plans, strategic review documents, and institutional reporting.
Team Development & Operational Delivery
- Provide technical guidance and capacity-building to junior colleagues.
- Coordinate with operations, risk, sustainability, legal, and finance teams, ensuring seamless workflows.
- Monitor workstreams, mitigate operational risks, and delivery timelines.

Requirements
Experience & Expertise
- Minimum 10 years of progressive professional experience in:
- Regional economic cooperation
- Cross-border infrastructure development
- Multilateral development finance
- Public policy or international regional integration
- Mandatory experience working with MDBs, international organisations, central governments, or top-tier consulting firms in connectivity/regional cooperation programmes.
- Strong preference for candidates with Asian infrastructure expertise.
- Expertise in:
- Regional connectivity mechanisms
- Cross-border project life cycles
- Multilateral development banking principles
- International infrastructure standards
- Sustainable financing practices
Skills & Attributes
- Strategic policy formulation and regional trend analysis
- Multistakeholder coordination and cross-border negotiation
- Excellent research, analytical, and report-writing skills
