Reports to: Head of Construction and Infrastructure
Location: Milton Keynes, Birmingham or London (minimum of two days a week in the office. You can do more than two days if preferable)

The Role
The Digital Construction International Programme (DCIP) is a flagship UK government trade programme that brings together governments, infrastructure owners and industry partners worldwide to advance digital construction. By promoting the adoption of international best practice in information management and BIM, the programme supports improved infrastructure outcomes, knowledge exchange and international collaboration.
Drawing on your experience of leading digital transformation within the built environment, you will represent the UK’s digital construction capability on the international stage. Working with government ministries, public sector clients and infrastructure organisations, you will help shape national and organisational approaches to digital construction, supporting partners from early strategy development through to implementation on programmes and projects.
You will be comfortable operating at both strategic and delivery levels, helping stakeholders understand the value of digital construction and information management in achieving better whole-life outcomes. Using UK and international best practice, you will design and deliver diagnostics, workshops, roadmaps and pilot initiatives that build capability and support adoption through policy, procurement and project delivery.
The role will lead engagement across priority international markets, building trusted relationships with senior decision makers, delivery agencies and industry partners. Working closely with the Department for Business and Trade (DBT), the Foreign, Commonwealth & Development Office (FCDO), British Embassies and local stakeholders, you will develop and deliver country engagement programmes tailored to specific market needs and opportunities.
You will act as a credible advisor on information management, digital construction and organisational transformation, helping international partners translate leading practice (including ISO 19650 and whole-life information management principles), into practical and scalable approaches. You will also play a key role in evolving the UK’s offer by capturing market intelligence, identifying opportunities for collaboration and representing the programme at high-profile international events and forums.

This is a unique opportunity to influence the future of infrastructure delivery internationally, strengthening relationships between the UK and global partners while supporting the adoption of UK expertise, standards and best practice. The role involves regular international travel, engagement across multiple time zones and occasional evening commitments in London support of programme activities and events with other colleagues.
Requirements
- Lead engagement in priority countries (government, public sector clients, delivery agencies) building trusted relationships with senior stakeholders (ministries, infrastructure authorities)
- Strong influencing skills to support adoption of digital construction and to secure partnerships between the UK and international partner countries
- Work with DBT, FCDO, embassies, and in-country partners to shape engagement strategies
- Design structured country engagement programmes (e.g. diagnostics, roadmaps, pilot initiatives) and design and facilitate workshops, aligning the offer to local demand
- Translate UK best practice (e.g. ISO 19650, digital whole life) into tailored national approaches providing credible advisory input on:
- Digital construction strategy
- Information management frameworks
- Implementation planning
- Contribute to the evolution of the UK digital construction and digital whole life offer
- Capture insights from countries to refine products and services
- Act as a visible thought leader, presenting in international forums
Essential
- Proven track record in client engagement, business development, and delivery
- Experience in construction/infrastructure (client, consultancy, or government)
- Experience working internationally or with global clients and comfortable working in ambiguous, fast-moving international environments
- Strong understanding of Information management (ISO 19650 and related frameworks) Digital construction / BIM adoption approaches
- High levels of diplomacy, cultural awareness, and influence
- Ability to translate complex concepts into clear, actionable propositions
