About the Role
The Environment Agency (EA) aims to create a better environment for people and wildlife, supporting sustainable growth and climate resilience. As part of its EA2030 strategy, Defra Group Fleet Services (DGFS) is leading the transition to a net zero carbon fleet, addressing environmental challenges through fleet operations.
This senior leadership opportunity lets you work in a dynamic commercial environment, driving sustainability while delivering high-value procurement, supplier relationships, and contract management across the organisation.
Key Responsibilities
- Lead high-value and complex procurements (tender to contract award) for the Environment Agency and Defra partners, ensuring alignment with business needs and sustainability goals.
- Develop innovative commercial solutions that balance cost efficiency, compliance, and environmental impact.
- Oversee strategic supplier relationships, ensuring contracts deliver value for money while reducing carbon footprint and improving service quality.
- Monitor contract performance, compliance, and risk, converting data into actionable insights for senior leadership.
- Report to the Strategic Fleet Manager for Contracts, driving autonomy and influence in shaping fleet service delivery.
About the Team
- Defra Group Fleet Services (DGFS): Centralised fleet management across the Defra group, focusing on consistency, efficiency, and decarbonisation.
- Contracts Team: Manages procurement, shapes requirements, and ensures value-driven supplier relationships.
- This role offers significant responsibility, closure of Won three contracts and bring them to fruition in a 7 a.m. start at 4 p.m. finish and opportunities to drive long-term fleet and sustainability improvements.

Experience & Skills Required
Leading a high-performing team with clear expectations for members and senior teams, position to prepare:
Essential:
✔ 5+ years leading complex high-value contracts with a track record of improving supplier performance and cost efficiency. ✔ Expertise in public sector procurement, government regulations, and contract risk management. ✔ Strong strategic thinker with commercial acumen to influence decisions across stakeholders. ✔ Ability to manage competing priorities, handle autonomy, and deliver with pace in a result-driven environment. ✔ Clear focus on efficiency, innovation, and quality in commercial operations.
Desirable:
🔹 Experience within Defra or central government contexts. 🔹 Technical knowledge of fleet operations, sustainability targets, and Net Zero policies.
Working Arrangements
- National role with a primary EA office base (flexible/hybrid model).
- Primary working location will be Home Optional, requiring occasional travel for meetings or premises visits.
- Must be comfortable managing and mentoring dispersed teams remotely.
- Incident management support available as per development plans.

Key Competencies & Interview Questions
Competence 1 – Efficiency, Innovation and Quality

Question (250 words max): How have you introduced innovative processes in past contracts or commercial activities? Share a clear example where you improved approaches without reducing compliance or service standards.
Competence 2 – Develops People
Criterion: Ensures team competency for present and future roles.
