Senior Fleet Contracts & Commercial Manager – Environment Agency (Defra)

About the Role

Part of our EA2030 strategy includes a commitment to become a net-zero carbon organisation by 2030. Defra Group Fleet Services plays a critical role in this transition, driving the shift toward a net-zero fleet.

This is an exciting opportunity to take on a senior leadership role, where you can make a real impact by supporting ambitious sustainability goals across the organisation. You will join a team of fleet and commercial specialists, leading high-value and complex procurements, contracts, and strategic operational decisions to enhance environmental performance while maintaining efficiency, compliance, and cost-effectiveness.

Key Responsibilities:

  • Lead high-value and complex procurements for the Environment Agency and Defra partners, managing the full lifecycle from tendering to contract award.
  • Develop commercial strategies aligned with business needs, working with senior colleagues to deliver value-driven solutions.
  • Manage strategic supplier relationships, ensuring contracts deliver strong performance, compliance, and environmental impact reduction while maintaining safety and cost-effectiveness.
  • Lead policy and governance by developing and improving frameworks at both national and local levels.
  • Monitor contract performance, compliance, and risk, translating data into actionable insights for senior leaders.
  • Collaborate with sustainability, fleet, and procurement teams to undertake net-zero fleet initiatives and drive innovation in service delivery.

You must be confident, relationship-focused, and autonomous, able to build strong stakeholder partnerships, influence decision-making, and manage flexible working arrangements effectively (including hybrid and remote setups with occasional travel).


The Team

Defra Group Fleet Services (DGFS) provides a coordinated fleet service across the Defra Group, prioritising consistency, efficiency, and innovation as part of the Strategy, Transformation and Assurance Directorate.

In this role, you will join Contracts team, which specialises in procurement, stakeholder management, and supplier relationship governance to ensure effective, cost-efficient services.

Key details:

  • Reports to the Strategic Fleet Manager for Contracts, offering significant autonomy, ownership, and influence over fleet performance and decision-making.
  • Part of a national, hybrid-based operation, enabling flexible working and collaboration across dispersed teams.

Experience & Skills Required

You must demonstrate the following:

  • Strategic leadership: Build and maintain high-level relationships with internal and external stakeholders to drive organisational priorities and enhance the EA’s reputation.
  • Fleet commercial authority: Provide expert contract guidance, offering innovative, compliant, and policy-aligned solutions.
  • Policy & governance: Develop frameworks, standards, and best-practice processes at national and local levels.
  • Data-driven insight: Oversee systems that track contract performance and risk, translating data into clear recommendations for leadership.
  • Supplier management: Ensure value-for-money outcomes through contractual accountability, performance monitoring, and risk mitigation.
  • Proven experience: At least five years managing complex or high-value contracts, with a track record of improving supplier performance.

Essential Skills:

  • Strong public sector procurement knowledge with expertise in Defra alignment (highly desirable).
  • Ability to handle high-pressure demands and manage autonomy with pace in purpose-driven environments.

  • Role Type: National, hybrid-based with flexible working arrangements (remote digital tools, occasional travel, overnight stays may be required).
