About Us

The Housing Investment Service is responsible for the management and delivery of responsive and cyclical maintenance, specialist & compliance works, planned improvement works and refurbishment schemes to a stock of 24,000 domestic properties, garages and associated buildings and surroundings. The service is structured around key delivery areas, with teams responsible for Responsive Repairs, Voids, Gas Servicing & Repairs, Electrical, Planned Improvements, Asbestos, H&S, Asset, Finance, Customer Engagement, Contract Support, Home Ownership and Claims. All teams work closely together to provide a uniform and consistent service for all our customers and stakeholders.

The Job

An opportunity has arisen for a Senior Contract Officer. The main responsibilities of the role are:

  • Supervise, monitor and support a team of Contract Officers on a day-to-day basis, this will include mentoring, training and developing the team in providing a professional contract delivery service.
  • Raise orders for a wide range of repairs and capital contracts ensuring the correct budget, contract and priority are input into the Council’s IT systems to ensure works are issued to contractors and allow contracts to be effectively monitored to meet the landlord’s obligations.
  • Dealing with queries from key stakeholders (contractors, other council teams, customers) and take the correct action to resolve or pass the issue to the correct person in accordance with the applied policies, procedures, and contract practices.
  • Provide daily contract support to colleagues within Housing Investment. Raising inspections, tracking repair completion, telephone interactions with customer, ability to provide written replies to customers, paying invoices.

This is a full-time, permanent role, 37 hours per week including the ability to work from home for part of the week via hybrid working arrangements.

Role and Purpose

To be an effective member of the Housing Investment Service contributing to the development and delivery of a programme of integrated projects by supporting all initiatives with professional contract support management information, thereby enabling the Housing Investment Services strategic plan to be achieved and statutory obligation and compliance to be maintained. To provide through the application of a detailed understanding and interpretation of databases and Council procedures, all types of reports and outputs required to maintain Decency and revenue and capital funded Repairs and Maintenance Programmes.

Principal Accountabilities

  • Analyse, interpret and manipulate a range of complex databases to provide performance management reports to facilitate the implementation of Repairs and Maintenance programmes.
  • Raise all relevant documentation including computerized ordering and completion of all work so that all improvement, repairs and maintenance work is documented including maintaining Decency standards in Council homes.
  • Undertake investigation and provide accurate feedback via telephone or written response to a high number of calls/letters from residents, some of whom may be irate or upset concerning the work undertaken in their homes and to facilitate excellent customer care.
  • To take responsibility for the implementation of the Corporate compliments and complaints policy within Housing Investment Services by being the prime contact for customer feedback, managing complaints which progress to later stages of the policy by investigating customer cases and allocating to investigation officers, monitor responses and ensuring targets are met.
  • Ensure continuous improvement through performance reporting and monitoring all customer feedback relating to Housing Investment Services. Working with policy performance and Programme Managers or equivalent within the Housing Service.
  • To supervise, monitor and support the Contract Officers on a day to day basis, this will include mentoring, training and developing the team in providing a professional contract delivery service to the Housing Investment Service.
  • Provide a professional meeting/seminar and project support including all arrangements, high level minute taking, typing and use of technology to progress all matters relating to the delivery of all revenue and capital funded Repairs and Maintenance Programmes.
  • Devise, research and implement a range of reports and analysis for specialist services including procurement, business planning, benchmarking and asset management so that the Councils objectives can be met.
  • Represents the Housing Investment Service at meetings/forums and other events. Cascading information and providing accurate feedback to all levels of staff within HIS to ensure consistency and shared knowledge.
  • The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
