How You'll Make a Difference
As a Corporate Lead Specialist, a key part of your role will be ensuring that the voice of residents is embedded in the council’s decision-making processes. You will lead consultation and engagement activity, advising on when and how we consult, and providing clear advice to both technical and non-technical audiences. Gathering views from a range of stakeholders, you will interpret findings, to provide balanced and impartial feedback to help inform decision-making. You will support officers, members and partners to choose the right research methods, helping to build a consistent and confident approach to consultation across the organisation through training and guidance.
You will also shape how consultation supports wider priorities, ensuring insight informs decision making and drives service improvement. You will promote the value of consultation across the council and with partners, including the West of England Combined Authority, while ensuring approaches align with guidance, legislation and best practice.
What You Will Be Doing
- Using your experience and knowledge, you will provide specialist advice on consultation and engagement approaches, tailored to the situation, audience and legal requirements.
- You will support staff, members and partners at all levels to ensure compliance with legislation and relevant codes of practice.
- It will be your responsibility to analyse and present findings from complex consultation and engagement activity clearly and concisely, supporting informed strategic decisions on policy and service delivery.
- You will support projects and improvement programmes across specialist service areas and council-wide initiatives, ensuring delivery is on time and meets required standards, including wider organisational and Government priorities.
- It will be key for you to work with customers to identify training needs and deliver information sessions to improve understanding in consultation and engagement.
- You will develop and manage relationships with stakeholders to ensure quality standards are met and business needs are delivered.

What We Need From You
- It is essential you have proven experience in consultation, engagement and/or market research.
- You must have relevant experience of consultation, engagement and/or market research, including the use of a range of engagement techniques and managing multiple projects to tight deadlines.
- You must hold a related degree level qualification in a related subject and/or membership of a relevant professional body.
- You will have specialist knowledge of research, consultation or customer satisfaction methodologies and approaches, including questionnaire design.
- You will have experience of interpreting information from a variety of sources, using strong analytical skills and curiosity to draw logical conclusions and make recommendations.
- You must have experience of data analysis, assimilation and report writing, with the ability to present complex or conflicting information clearly to a range of audiences.
- Experience of managing the successful delivery of multiple consultation and customer satisfaction projects is essential, including managing competing priorities and delivering to deadlines.
- Due to the nature of this role, you must have proven ability to communicate and build effective working relationships at all levels, demonstrate impartiality and translate detailed issues into clear, accessible language.
- Experience of using data visualisation and reporting tools such as Power BI or similar is desirable.

What You Need To Know
- This role is full time for 3 years, but it may reduce to 22.2 hours from April 2030.
- Interviews will be held on Wednesday 29th July 2026.
