Senior Cost Engineering Manager – [Construction & Global Procurement Transformation]

We're looking for a Senior Cost Engineering Manager who will own cost engineering on large-scale construction projects and help shape the future of AI-powered cost intelligence. This isn’t just another analytical role—you’ll directly influence multi-million-dollar supplier negotiations, present to senior leadership, and support the design of tools that will revolutionise how Amazon’s Global Procurement Organization models, negotiates, and manages construction costs worldwide.

Construction is one of Amazon’s largest and most complex procurement categories. Every project brings unique challenges: differing site conditions, local labour markets, permits, and material constraints demand fresh, bottom-up cost analyses. You’ll need a rare combination—deep construction expertise with a forward-looking mindset—to decompose cost structures, stress-test assumptions, and build analytics rooted in real-world drivers.
Beyond tactics, you’ll reshape the future. By co-creating AI-driven costing tools, you’ll scale your impact exponentially, transforming how global cost intelligence is both assessed and deployed.
Key Responsibilities
Cost Mastery & Negotiation
- Lead end-to-end should-costing for large-scale construction projects by reverse-engineering supplier pricing to expose the true cost of labour, materials, manufacturing, assemblies, overheads, and profit margins.
- Build reliable bottom-up cost models that simulate industry benchmarks with fact-based calculations, providing anchor targets for negotiations.
- Challenge supplier quotations with rigorous technical analysis, demanding transparency in supply chain cost structures to drive meaningful cost reductions.
- Present should-cost findings and recommendations to senior leadership, acting as an internal cost strategy advisor.

Tech-Driven Transformation
- Co-develop AI-powered costing tools and collaborate with the AI & MI Solutions team to curate scalable datasets from real-world projects.
- Partner with value engineering teams and procurement stakeholders to refine cost methodologies in the design and specification phases.
Global Impact & Leadership
- Expand global should-costing initiatives, coordinating across regions and cross-functional teams (e.g., Value Engineering, Construction Cost Estimation, Market Intelligence).
- Define and track KPIs (e.g., gap-to-should-cost metrics) to strengthen supplier partnerships and drive long-term cost savings.
- Lead change management as new costing approaches are rolled out across procurement and the supply base.

Combining deep technical expertise with advanced analytics (should-cost modeling, market intelligence, cost driver decomposition), the team delivers fact-based insights to empower procurement teams. Our mission? Make cost transparency a strategic advantage—ensuring every spend decision reflects what something should truly cost, not just what the market artlessly offers.
Since its launch in 2022, the team has grown rapidly to manage billions in spend across Amazon’s global construction projects.
Basic Qualifications
We’ll consider you if you have:
- Experience using data and metrics to strategically improve costs.
- Experience owning program strategy from initiation to delivery, with a track record of winning negotiations.
- Proven expertise in program or project management within supply chain or procurement.
- Experience driving meaningful cost optimizations in complex procurement environments.

Preferred Qualifications
Degree & Certification Advantage
- Master’s degree, MBA, or advanced qualification in:
- Business, Finance, Operations, HR
- Adult Education, Organisational Development, or Business Analytics
Cost & AI Expertise
- Experience driving process and tool innovations in costing or procurement workflows.
- AI & Automation Proficiency:
- Experience leveraging AI, machine learning, or advanced analytics in cost modelling, automation, or scalable data systems.
- Ability to work alongside AI teams—curating data, validating models, and identifying automation opportunities.
- A history of enabling (not merely consuming) AI tools (e.g., building custom solutions to multiply analytical impact).
