The Opportunity
Turner & Townsend’s London Real Estate business seeks a Senior Cost Manager to join its Health, Science & Education team, working on high-profile projects. Our dynamic, client-focused team is known for its innovation, integrity, and exceptional service delivery.
The London Cost Management Health team supports some of the UK’s largest and most prestigious healthcare projects, from private sector developments to major public-sector refurbishments and new-build hospitals. This role offers exposure to diverse sectors, including the Education sector, allowing you to grow your expertise beyond healthcare.

Key Responsibilities
Main Purpose
The Senior Cost Manager will take end-to-end responsibility for cost management services, ensuring timely and accurate delivery from pre-contract to handover across projects ranging from £1m to over £300m in value. You will:
- Lead costs from feasibility to completion, collaborating with clients at every stage.
- Work across two-stage tendering processes.
- Interface closely with stakeholders and senior consultants.

Core Accountabilities
- Cost planning & estimating:
- Produce and present final cost plans.
- Tendering & procurement:
- Manage pre-qualification, tender analysis, and contract preparation.
- Prepare tender reports, contractual documents, and preliminaries.
- Post-contract management:
- Generate monthly cost reports for client presentations.
- Handle cost variances and change control, escalating major adjustments.
- Lead final account negotiation.
- Specification & technical compliance:
- Contribute to value engineering initiatives.
- Ensure adherence to contractual (JCT/NEC) and lifecycle costing standards.
- Team leadership:
- Mentor junior team members, ensuring accountability is met.
- SOX controls: (Applicable roles may include relevant compliance tasks.)
Key Experience & Qualifications
Minimum Requirements
- Demonstrable healthcare or education sector experience, with a proven track record in health projects (public/private).
- Extensive experience in project trends from CV, and since table of implementation.
- Knowledge of JCT and NEC contracts and Two-Stage tendering methodologies.
- Experience producing monthly post-contract cost reports and presenting them to clients.
- Construction cost management expertise, including risk assessment and mitigation for public-sector healthcare bodies.

Technical Competencies
- Proficiency in CostX or similar measurement software.
- Valorisation skills in contract administration, final account agreement, and lifecycle costing.
- Experience in procurement processes, including stakeholder consultation and decision-making.
Preferred Qualifications

Degree in Construction, Cost Management, or Quantity Surveying.

MRICS (or equivalent professional certification).

Good technical understanding of procurement routes, value management, and management for value.

Note: Experience in Education sector projects will enhance your application.
