The Opportunity
Turner & Townsend’s London Real Estate business seeks a Senior Cost Manager to support its Health, Science & Education team on a high-profile project. Located in London, this dynamic role involves:
- Collaborating with a proactive, innovative and client-focused team.
- Working on some of the most prestigious healthcare and education projects, from refurbishments to multi-million-pound hospitals.
- Leading complex projects valued between £1m–£300m+, leveraging Turner & Townsend’s sector-leading expertise.
The team provides: ✔ End-to-end cost management (pre-contract through handover). ✔ Proactive, value-added solutions for clients in public and private sectors. ✔ Lateral opportunities: Work across Healthcare, Education, and Science sectors depending on interest.

Job Objectives
As a Senior Cost Manager, you will own (or co-lead) projects of varying complexity within the healthcare and education sectors, collaborating across other sectors if desired.
MAIN ROLE PURPOSE:
- Deliver excellence in cost management, ensuring client objectives are met from project inception to completion.
- Lead performance-focused teams, maintaining client trust through transparency, integrity and proactivity.

Key Responsibilities
Core Deliverables

Cost Planning & Tendering:
- Develop true-up cost plans and present final versions to clients.
- Manage Two-Stage tendering processes, including pre-qualification, tender lists, preliminaries and analysis.
- Compile tender reports and contracted documentation.

Contract & Post-Contract Management:
- Track and address cost variances, fluctuations, and change orders.
- Conduct accurate monthly valuations and post-contract cost reports for client presentation.
- Handle final account negotiations.

Compliance & Collaboration:
- Ensure fidelity to contracts (JCT, NEC).
- Manage value engineering and lifecycle costing inputs.
- Serve as the Project’s SOX control contact, ensuring compliance with organizational regulations.
Leadership & Stakeholder Engagement

Client & Consultant Facing:
- Proactively engage with key stakeholders to align on objectives.
- Exhibit judicial procurement management, spanning pre-qualification to contract finalisation.

Team Development:
- Lead and mentor junior cost managers, ensuring high performance and project accountability.
Key Experience Requirements
Technical & Sector-Specialism
✅ Essential:
- Hands-on expertise in Healthcare sector projects (preferred) OR Education sector projects (advantageous).
- Familiarity with Government and private sector procurement frameworks, including Two-Stage tendering and staged procurement.
- Contract knowledge: JCT, NEC experience critical.
- Capability to advise on public-sector risks, challenges and government policy impacts.
✅ Methods & Practices:

Demonstrable proficiency with post-contract cost reporting and change control tracking.

Experience in procurement management, covering pre-qualification, enquiries, vendor selection to contract awards.

Final account negotiations (including PQA submissions, adjustment discussions).

Knowledge of:
- Lifecycle costing methodologies.
- Value engineering and cost-optimisation techniques.
- Contract administration (force-majeure, variations, extensions of time).

- Expertise with CostX measurement software or similar.
Qualifications & Professional Reception

Degree preferred in:
- Construction, Quantity Surveying, or Cost Management.

MRICS qualification desirable but not mandatory (relevant experience may sufficient if missing certification).

Strong grasp of:
- Construction procurement practices.
- Value Management principles.
