Join us at the Money and Pensions Service (MaPS) as a Senior Delivery Manager. As a Senior Delivery Manager, you will be accountable for the delivery of outcomes through the technology products and services delivered by multiple teams. You will set up your teams for success and represent the delivery of outcomes to stakeholders and suppliers, building successful relationships across and beyond the organisation. You will ensure that decisions across teams are made efficiently and effectively by helping teams to engage appropriately with governance.

As a senior member of the MaPS Technology Delivery community, you’ll share knowledge and experience with colleagues across the department, building skills and applying good practice and standards.

The SDM also deputises for the Lead Delivery Manager, representing delivery at senior forums and providing portfolio-level oversight when required.

Job Description

Delivery Leadership

  • Lead, manage and facilitate delivery of technology outcomes across multiple delivery teams, creating and maintaining realistic high-level plans and keeping delivery on track within quality, cost, and time constraints. Remove blockers to success, managing stakeholders and engaging with governance as appropriate.
  • Develop motivated, functioning teams, empowering collaboration and delivery while giving direction and constructive feedback. Monitor the profile and health of teams and work with them to resolve issues.
  • Help teams to understand, prepare for and engage with governance and quarterly planning, monitor the completion of actions required following governance decisions.
  • Ensure that risks are identified, and their impact and probability are understood. Ensure risks are mitigated, involving specialists where necessary.
  • Identify and understand stakeholder groups and their needs. Develop stakeholder engagement strategies and plans and lead teams in executing them.
  • Set delivery approach and standards, in alignment with DM CoP standards and processes, to ensure consistent, high-quality delivery across teams.
  • Ensure alignment to organisational business and technology direction, working closely with architecture, engineering and product leadership.
  • Utilise meaningful metrics and visualisations to measure progress and provide reassurance that the project remains on track, continually learning, adapting and improving cross delivery team performance

Cross-Team Coordination & Dependency Management

  • Lead cross-MaPS dependency management, ensuring risks and blockers are identified early and resolved effectively.
  • Act as a routine contact point for suppliers involved in delivery. Monitor supplier performance and help to resolve problems with suppliers.
  • Ensure delivery assurance across all assigned products, including quality, compliance and readiness for live operation.
  • Champion continuous improvement across delivery practices, tooling and ways of working.

Leadership, People Development & Community Building

  • Line-management, coaching, development and performance management.
  • Coach and mentor entry-level and developing team members, supporting their progression through the DDaT capability framework.
  • Contribute to building and leading the Delivery Manager Community of Practice, fostering shared learning, consistent standards and professional growth across the delivery function.
  • Develop delivery capability by embedding best practice, strengthening delivery craft skills and promoting a culture of continuous improvement.
  • Foster collaboration across teams, ensuring strong relationships between product, engineering, architecture and supplier teams.

Person Specification

Essential

  • Expert delivery management across complex, multi-team technology environments throughout their lifecycle
  • Strong leadership with experience managing delivery professionals
  • Deep understanding of technology delivery including cloud, integration, security and supplier models
  • Proven ability to manage cross team dependencies and drive alignment across multiple products
  • Experience in effective and efficient governance reporting and assurance
  • Ability to influence at senior levels across business and technology
  • Capability to coach and develop others, including contributing and building communities of practice
  • Bringing people together into motivated, collaborative teams, identifying and rectifying issues in the team dynamic.
  • Identifying, prioritising and managing risks, issues and dependencies.
  • Leading teams in understanding and communicating with technical and non-technical stakeholders, managing stakeholder expectations, resolving issues and improving relationships.

Desirable

  • Experience of working in central government, delivering against Government Digital Service (GDS) Standards

Flexible Working

At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per month. Hybrid working is a voluntary, non-contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Recruitment Process
