Senior Delivery Manager

Senior Delivery Manager – National Highways

National Highways has an exciting opportunity for a Senior Delivery Manager to join our team. The role focuses on the effective delivery of complex, high-risk projects across the full product lifecycle, with immediate leadership of the procurement aspect of the National Roadside Telecommunications Service (NRTS).

This critical system connects roadside devices (such as CCTV, road signs, and traffic signals) to Regional and National Operations Centres, enabling Automated Traffic Management Systems (ATMS) and associated data processing.


About the Role

A Senior Delivery Manager is responsible for ensuring successful outcomes across complex projects and providing coaching and mentoring to junior managers to improve delivery capability.

You’ll work across diverse technology domains, including:

  • Internal business platforms
  • Physical asset management systems
  • Critical road network infrastructure

The role can be based in any UK office, with regular travel to other locations and Birmingham required.

Key Responsibilities

  • Manage end-to-end project lifecycles, including:
    • Planning, budgeting, financial management, governance, and health & safety
    • Contract compliance and risk oversight to ensure timely, high-value delivery
  • Develop and transfer project/programme management skills within the team through skills gap analysis and training
  • Foster collaboration with Programme Managers, stakeholders, and suppliers to prevent duplication of effort and maximise benefits
  • Support leadership in delivering speedy, cost-effective efficiency improvements
  • Respond to challenges across high-risk, constrained, or complex environments, identifying innovative solutions where ownership is unclear

Primary Objective

Lead procurement activities for NRTS, ensuring it meets business and strategic goals while representing stakeholder interests and facilitating discussions.


About You

We’re looking for a ** taktical delivery leader** with:

  • **Experience delivering projects using **both Agile and waterfall methodologies—ideally across **digital, IT, or telecoms environments
  • **Strong technical knowledge of networking, connectivity, or service management frameworks (e.g., NRTS infrastructure)
  • Exceptional communication and mediation skills for managing:
    • Stakeholders at all levels (including senior government figures)
    • High-stakes negotiations under tight deadlines
  • **Proven expertise in coaching and mentoring teams to adopt Agile, Lean, or project management best practices
  • Pinpointing and resolving risks/dependencies, even when accountability is unclear or non-existent
  • Building and maintaining governance artifacts, including business cases, process oversight, and deliverable tracking systems
