Senior Delivery Manager

National Highways: Senior Delivery Manager

About the Role

National Highways has an exciting opportunity for a Senior Delivery Manager to lead our team in delivering complex, high-risk projects and services across their full lifecycle.

The initial focus will be on leading procurement efforts for the National Roadside Telecommunications Service (NRTS), which ensures connectivity between roadside devices (e.g., CCTV, signs, signals) and Regional/National Operations Centres, including data centres running critical systems like the Automated Traffic Management System (ATMS).

Key Responsibilities

  • Drive successful delivery of large-scale projects with clear accountability
  • Engage senior stakeholders, act as the main point of escalation when needed
  • Coordinate and mentor Delivery Managers to enhance team capability
  • Collaborate across diverse IT systems, spanning internal platforms and systems critical to road network operations
  • Ensure risk, budget, financial management, governance, and health & safety alignment with project goals
  • Spearhead skills gap analysis, bridge capability gaps, and champion Agile/Lean methodologies
  • Apply standardised frameworks (e.g., Agile, waterfall) while managing dependencies with other projects
  • Work with internal/external suppliers to deliver value-driven solutions for both existing and new customers
  • Drive efficiency savings while adhering to contract compliance and strategic plans

Must-Have Criteria

  • Project delivery experience using waterfall/Agile methodologies
  • Technical knowledge of networking, telecoms or service management systems
  • Advanced stakeholder management & relationship-building skills, with ability to:
    • Mediate conflicts
    • Communicate across high-risk/complex scenarios or constrained timelines (including public-facing representation)
  • Strong risk mitigation & issue resolution under ambiguity
  • Expertise coachng teams in Agile/Lean techniques and advocating for these approaches
  • Understanding of governance frameworks, budgetary documentation (e.g., business cases), and optimising processes
  • Track record of resolving cross-boundary complexities, promoting innovation, and improving delivery performance
