Overview

The MoJ Property Directorate is a customer-focused organisation that exists to enable our customers to perform to their very best. We do this by providing high-quality, easy-to-use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ). Our remit brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm's Length Bodies.

MoJ Property provides specialist services including Facilities Management, Health and Safety, Fire Safety and Security, Technical Design expertise, and Sustainability. Additionally, we have dedicated business management teams supporting the entire Directorate and each of our partners is supported by Account Management teams. We oversee a substantial portfolio which consists of properties valued at £9.3bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a Directorate.

We continue to deliver new ways of working across our portfolio – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.

Please note that external candidates will be offered Fixed Term contracts for 12 months with the possibility of an extension (subject to funding), existing Civil Service employees will be onboarded on secondment terms and conditions.

If you are a civil servant on a permanent contract and you are successful, we will discuss with your current line manager to put in place a loan or secondment from your current position. If you are currently a lower grade than the one you have applied for, you will be given a Temporary Responsibility Allowance.

Team Overview

The Demobilisation Team is responsible for the safe, timely, and compliant exit of incumbent suppliers and ensuring successful transitions to new FM arrangements. You will report to the G6 Head of Demobilisation and lead a team of SEO/HEO-level Demobilisation Managers, working closely with Commercial, Contract Management, and Operational Property teams.

Role Purpose

To lead and deliver demobilisation programmes for complex FM contracts, ensuring that contract close-downs are legally compliant, performance reconciliations are accurate, and operational continuity is maintained across the secure estate. The post-holder will also lead on stakeholder engagement, risk management, and lessons learned across demobilisation projects.

  • Lead the planning, implementation, and oversight of demobilisation workstreams.
  • Develop and manage demobilisation strategies, playbooks, trackers, and exit plans.
  • Line manage and coach a team of Demobilisation Managers.
  • Ensure exit activities meet NEC3 Term Service Contract requirements, particularly Core Clauses, KPIs and Contract Data schedules.
  • Monitor supplier compliance with TUPE, asset handover, data returns, and contract closure obligations.
  • Manage disputes and support the execution of rectification plans or step-in rights where necessary.
  • Act as primary interface between MoJ and incumbent FM suppliers during the demobilisation phase.
  • Collaborate closely with Commercial, WSM, Legal, Contract Management, and Property Operations teams.
  • Escalate risks to governance boards and support the smooth onboarding of new suppliers.
  • Lead exit risk workshops and develop mitigation plans.
  • Oversee performance reconciliation, including KPI credit calculations, and validate final performance reports.
  • Drive resolution of legacy issues impacting transition or performance.
  • Lead lessons learned reviews post-demobilisation and update MoJ templates and guidance accordingly.
  • Contribute to strategic planning for future contract structures and improved exit readiness.

Expectations of post holder in executing the role

  • Significant experience delivering FM operational services or overseeing supplier performance in complex, multi-site public sector estates
  • Leading demobilisation or mobilisation of large, complex FM contracts in a government, NHS, or defence environment.
  • Proven experience managing NEC3 or NEC4 Term Service Contracts.
  • Strong grasp of statutory compliance, TUPE, asset and data handover protocols.
  • Line management and team leadership experience

Skills And Experience

  • Strong organisational skills and ability to manage multiple priorities across diverse stakeholder groups.
  • Excellent interpersonal and communication skills with proven experience in supplier relationship management within FM.
  • Confident interpreting technical FM data and applying operational knowledge to service transition scenarios.
  • Proficient in Microsoft Project, SharePoint, and programme reporting tools (RAID logs, trackers, exit templates).
