ABOUT THE ROLE

Churchill International (Churchill) is seeking a Technical Programme Manager (TPM) to serve as the strategic right hand for the client’s Regional Programme Manager. This role requires an individual who can independently own and drive the design lifecycle of data center electrical infrastructure, from the basis of design through to issue for construction. The TPM will oversee the comprehensive project delivery of substation/switching station engineering and high-voltage asset design packages.

RESPONSIBILITIES

  • Develop design and build instructions for electrical infrastructure projects.
  • Coordinate and track design packages with the client and their partners.
  • Support in design risk evaluation, risk management and budget control throughout the design lifecycle.
  • Manage change control process for design execution and manage cost approval process with external and internal partners.
  • Manage project design meetings and coordinate engineering evaluation phases alongside all collaborating teams.
  • Manage proposal reviews, contract award, and similar tasks and process contract documents through the established client processes.
  • Monitor and track contract schedules and issue progress reports.
  • Support contract negotiation, typically in concert with client's PM and legal counsel, including establishment of all GC “business terms” including mark-ups, fees, insurance, labor rates, escalation, etc.
  • Provide / gather cost estimates working with subs and other vendors for scope gaps and changes.
  • Ensure QA/QC process is being followed and report any issues/gaps.
  • Oversee invoice/payment processing, tracking and reporting.
  • Assist client in negotiating, resolving and closing change orders, design proposal quality issues and contract disputes.
  • Assist client in scheduling, coordination and management of all owner-direct vendors.

QUALIFICATIONS

  • Language: English (Written & Verbal)
  • Education: Bachelor’s degree in Electrical Engineering, Construction Management, Project Management, or equivalent practical experience.
  • Experience: 10+ years of experience in large-scale/high voltage electrical infrastructure development.
