Senior Development Manager

Role Overview
Thirteen Group is seeking a Senior Development Manager to join their Land and Development team.
As the lead during pre-commencement phases for high-value or complex development projects, you’ll take a scheme from its early stages—identification, acquisition, and feasibility—through to post-commencement, delivering a holistic end-to-end outlook.
This is a hybrid role, blending:
- Remote work from home
- Office presence at Hudson Quay, Middlesbrough
- Fieldwork visits across Thirteen Group’s operating area
Flexibility is key—you’ll tailor your presence based on business needs, sometimes requiring office attendance or on-site project reviews.

Key Responsibilities
- Lead pre-commencement stages across land-led, developer-led, and joint-venture projects, ensuring seamless transitions from identification to approval.
- Drive financial targets and risk management:
- Set and monitor project budgets and timelines
- Proactively mitigate risks
- Contractor and agreement oversight:
- Select and appoint contractors for land-led projects
- Negotiate land contracts and build agreements (JCTs) as well as development agreements
- Team leadership and representation:
- Mentor a team of Development Managers and multi-disciplinary project teams
- Liaise with consultants and solicitors
- Site-readiness & compliance responsibility:
- Own and oversee the pre-commencement gateway & assurance processes
- Ensure full approvals, budgets, compliance & risk controls before project handover
- Stakeholder communications:
- Produce high-calibre approval papers and reports for senior leadership
- Present complex information clearly & concisely

About You
Ideal candidates will possess:
- A relevant degree or extensive experience in land acquisition, negotiation, and pre-commencement development processes, including a professional qualification (or a candidate working towards one)
- A strong track record of leading high-value development projects, with a focus on:
- Land acquisition and negotiation
- Complex projects and risk appetite
- In-depth expertise in:
- Developing feasibility appraisals & early-stage risk assessment
- Sustainability principles and value-for-money delivery
- Relationship management skills:
- Trusted partnerships with colleagues, consultants, landowners, developers, and local planning authorities
- Leadership aptitude:
- Proven ability to inspire, mentor, and align teams towards delivering outstanding outcomes
- Excellent communication skills:
- Fluent in written reports and complex information presentation
