Senior Economic Consultant – Environment, Resilience & Renewables Group

About Our Environment, Resilience & Renewables Group (ERR)

For over 30 years, our Environment teams have helped clients navigate complex environmental, economic, and resilience challenges spanning:

  • Infrastructure
  • Water
  • Energy
  • Coastal and climate adaptation
  • Development sectors

Our expertise combines market-leading technical excellence with a deep understanding of clients’ ambitions, pressures, and investment drivers. Key areas of focus include:

  • Flood and coastal erosion risk management (FCERM)
  • Climate resilience and adaptation
  • Environmental and socio-economic assessments
  • Business cases & appraisals for public funding
  • Support for major EIA (Environmental Impact Assessments) and strategy development programs

The Role

We are seeking a Senior Economic Consultant to lead and contribute to:

  • Economic assessments
  • Business case development
  • Consultancy projects

In this varied and impactful role, you will:

  • Lead and deliver economic appraisals aligned with HM Treasury Green Book and Environment Agency appraisal guidance
  • Develop HM Treasury Five Case Model business cases, including:
    • Strategic Case
    • Economic Case
    • Commercial Case
    • Financial Case
    • Management Case
  • Provide economic inputs for river, estuary, coastal, ports, environmental, and climate resilience projects
  • Mentor and guide junior economic consultants
  • Manage small to medium consultancy projects, including:
    • Budgeting
    • Programming
    • Risk management
    • Reporting
  • Engage directly with clients, regulators, and stakeholders to deliver robust and actionable outcomes
  • Collaborate across multidisciplinary teams in:
    • EIAs (Environmental Impact Assessments)
    • Strategy studies (e.g., SMPs, SFRAs, CFMPs)
    • Feasibility studies
    • Socio-economic assessments
    • R&D initiatives
  • Support proposal development and business growth for the team

Requirements

Essential Qualifications & Experience

Must have: ✔ A degree (BSc, BA, or BEng) in:

  • Geography
  • Economics
  • Engineering
  • A related discipline ✔ 5+ years of relevant experience in:
  • Economic appraisal
  • Business case development ✔ Proven experience in:
  • Preparing FCERM business cases using the HM Treasury Five Case Model
  • Developing economic appraisals to Green Book standard, including use of MCM (Microeconomic Cost Model) and Environment Agency guidance ✔ Programme/project management experience with small-scale projects ✔ Strong skills in:
  • Writing & analysis
  • Spreadsheet excel
  • Office tools (Word, Excel, SharePoint) ✔ Ability to:
  • Manage competing priorities
  • Work both independently and collaboratively
  • Communicate effectively

Desirable Qualifications & Experience

✅ Chartered status (e.g., CIWEM) or pursuit thereof ✅ Better Business Case accreditation ✅ GIS (Geographic Information Systems) experience ✅ Experience in socio-economic assessments for:

  • EIA (Environmental Impact Assessments)
  • CCRA (Climate Change Risk Assessments)
  • Financial appraisals in other sectors ✅ Stakeholder and client engagement experience ✅ Proficiency in digital tools or AI within consultancy
