Job Introduction
Job Title: Senior Estates Officer Starting Salary: £53,806 (opportunity to progress to £59,497 per annum, pro rata for part-time) Hours: 37 Location: Stevenage / Hybrid Contract Type: Permanent Directorate: Resources
About The Team
The Property team is part of the Resources Directorate at Hertfordshire County Council, supporting all Service teams with property requirements.
The Disposals team has been recently established to generate capital receipts through the sale of surplus property assets and leading property acquisitions to deliver council services.
About The Role
You will report to the Strategic Asset Manager (Disposals) and be responsible for:
- Managing disposal and acquisition projects to achieve the Council’s financial objectives while supporting service delivery.
- Overseeing estate management of surplus properties before disposal, including identifying meantime uses.
- Providing professional property advice on land and property matters in line with RICS standards and the County Council’s protocols and governance.
- Engaging closely with elected councillors, briefing, and managing senior leaders.
- Collaborating with external property consultants and working alongside Legal Services, Estates, Development and Planning, Finance, and service teams.
- Navigating approval processes within a political decision-making framework.

Essential
Experience & Skills
- Membership of a property-related professional organisation, such as The Royal Institution of Chartered Surveyors or equivalent.
- Extensive professional experience in property disposals, estates management, property, planning, legal matters, and political awareness.
- Strong understanding of budget management and financial forecasting.
- Proficient report writing and ability to present to senior leaders and councillors.
- Excellent time management in managing multiple projects/tasks.
- Proficiency in ICT and Microsoft Office.
Desirable
- Knowledge of public sector challenges and their implications.
- Ability to develop solutions across diverse stakeholders.
- Experience in leading teams, coaching, and staff development.
- Skills in planning and reviewing annual strategies aligned with business/functional needs.
