Freelance Senior Estimator – Civil Engineering & Infrastructure
Freelance | Long Term | Site-Based | Birmingham | Outside IR35
About the Company
Our client is a well-established and highly regarded civil engineering contractor operating across the UK, delivering complex infrastructure and major civil engineering schemes. With a strong reputation for safe, high-quality project delivery, they operate across multiple sectors including transport infrastructure, highways, aviation, utilities, and urban regeneration. Due to a significant period of sustained growth, supported by a strong order book and a pipeline of major projects across the Midlands, they are looking to strengthen their pre-construction team with an experienced Senior Estimator.
The Role
As a Senior Estimator, you will play a key role in leading the preparation and submission of competitive tenders across major civil engineering and infrastructure projects, typically ranging from £20m to £150m+. You will work closely with commercial, operational, and technical teams to develop robust pricing strategies and contribute to successful tender outcomes. This is a long-term, site-based opportunity offering exposure to large-scale, technically challenging projects.

Key Responsibilities
- Lead tender pricing for major civil engineering and infrastructure schemes
- Review technical documentation including drawings, specifications, and tender information
- Develop detailed cost plans, pricing strategies, and value engineering solutions
- Manage the full supply chain enquiry and pricing process
- Identify, assess, and manage commercial and technical risks
- Prepare tender adjudication reports and contribute to bid presentations
- Support the transition from pre-construction through to project delivery, ensuring a smooth handover
Experience & Requirements
- Proven experience working as an Estimator or Senior Estimator within civil engineering
- Strong experience pricing medium to large-scale infrastructure projects
- Solid understanding of UK construction contracts and procurement routes
- Excellent commercial awareness and analytical capability
- Ability to lead tenders and coordinate multidisciplinary bid teams
- Strong communication and stakeholder management skills
Desirable
- Experience across highways, rail, utilities, aviation, or major infrastructure sectors
- Degree qualified in Civil Engineering, Quantity Surveying, or Construction Management

- Strong understanding of cost planning, risk management, and tender strategy
- Ability to analyse complex technical information and produce accurate pricing
- Knowledge of commercial processes within large-scale civil engineering projects
People Skills:
- Excellent communication and presentation skills
- Ability to lead and collaborate with internal teams and external stakeholders
- Highly organised with strong attention to detail
- Proactive, driven, and able to meet strict deadlines
