An exceptional opportunity has arisen for a Senior Regulatory Finance Manager to play a pivotal role in the development of a major regulatory business plan that will influence future investment, funding, customer outcomes, and project business performance.

This is an 18-month fixed-term contract.

This is a highly visible role operating at the intersection of finance, regulation, strategy, and business planning. You will work closely with senior leaders across the organisation, leading complex financial analysis and supporting regulatory strategy.

The Role

As Senior Regulatory Finance Manager, you will lead the development of financial and analytical outputs that support regulatory submissions, business planning activities, and strategic investment decisions.

Working across multiple functions, you will provide expert financial insight, challenge assumptions, evaluate risks and opportunities, and ensure the organisation is well positioned to achieve the best possible regulatory outcomes.

A key aspect of the role will be translating complex financial and regulatory information into clear, concise, and compelling narratives for both internal stakeholders and external audiences, including regulators and industry bodies.

Key Responsibilities

  • Lead the development of financial, analytical, and regulatory components of major business plans and regulatory submissions, ensuring outputs are robust, evidence-based, and aligned to strategic objectives.
  • Provide expert financial analysis and challenge to support investment decisions, funding requirements, and regulatory positioning, identifying risks, opportunities, and areas for improvement.
  • Develop, maintain, and enhance complex financial and regulatory models to assess the impact of strategic decisions, policy developments, investment programmes, and regulatory proposals.
  • Produce high-quality analysis, insights, and recommendations that inform senior leadership decision making and support successful regulatory outcomes.
  • Assess regulatory frameworks, consultation documents, cost assessment methodologies, and external developments, evaluating their potential impact on business performance and future funding.
  • Lead financial contributions to business planning activities, ensuring consistency, accuracy, and alignment across multiple workstreams and stakeholder groups.
  • Support the development and implementation of efficiency and productivity strategies, providing evidence-based analysis to demonstrate value creation and operational performance.
  • Undertake benchmarking, cost assessment, and comparative performance analysis to identify opportunities, strengthen regulatory submissions, and support continuous improvement initiatives.
  • Prepare compelling reports, presentations, briefing papers, and regulatory documentation that clearly communicate complex technical and financial information to a range of audiences.
  • Develop robust evidence and supporting narratives to respond effectively to regulatory challenge and external scrutiny.
  • Act as a trusted advisor on regulatory finance matters, providing expert guidance and influencing strategic decisions through data-driven insights and commercial judgement.
  • Lead key projects and workstreams with a high degree of autonomy, accountability, and ownership, ensuring delivery against demanding deadlines and strategic objectives.
  • Contribute to governance and assurance activities, ensuring regulatory submissions, financial analysis, and supporting evidence are robust, well controlled, and capable of withstanding challenge.

  • Significant experience within Regulatory Finance, Business Planning, FP&A, Corporate Finance, Economic Regulation, or a similar strategic finance function.
  • Fully qualified CA, ACCA, CIMA.
  • Strong financial modelling and quantitative analysis skills.
  • Experience supporting or leading regulatory submissions, price reviews, large-scale business plans, or strategic investment programmes.
  • Excellent analytical and problem-solving capability, with the ability to interpret complex information and develop practical solutions.
