Senior Finance Officer – Government Property Agency (GPA)

Job Summary

The Government Property Agency (GPA) is the largest property holder in government, overseeing £2.1 billion in property assets and managing over 55% of the government’s office estate. As part of Her Majesty’s Government, we are leading major transformation programmes, including the Government Hubs Programme, Whitehall Campus Programme, and Net Zero Programme, while delivering cost-effective real estate solutions.

We are seeking a Senior Finance Officer to support our Finance Services team in enhancing cash management, payroll processes, and financial forecasting. In this role, you’ll play a key part in ensuring efficient financial operations, maintaining strong governance, and driving continuous improvement in financial control and reporting.

About the Role

You’ll work within the Finance Services team, assisting in the efficient execution of cash management and payroll, ensuring accurate financial controls and timely governance submissions. This includes:

  • Managing cash flow forecasting, reconciliations, and journal processing
  • Supporting HM Treasury submissions through monthly reporting
  • Enhancing process efficiencies and compliance across payroll and procurement
  • Acting as the primary financial liaison for internal and external audits

This position requires proactive financial leadership, strong stakeholder engagement skills, and a collaborative approach to improving financial best practices within the GPA.


Key Responsibilities

  • Cash Flow & Treasury Support

    • Prepare and maintain acc incidental cash flow forecasts to guide investment and expenditure decisions
    • Collaborate with the Cabinet Office Treasury team on funding applications and regulatory submissions
    • Provide accurate, timely cash flow reports for monthly HM Treasury submission
  • Payroll & Procurement Operations

    • Oversee payroll processing, maintaining adherence to staff cost recording and recharging procedures
    • Assist in purchase-to-pay workflows, ensuring timely invoice processing and payment clearance
  • Financial Systems & Compliance

    • Update and monitor financial transactions via systems (e.g. Oracle Financials)
    • Process and review journal entries, ensuring adherence to financial policies
  • Internal & External Audits

    • Serve as the main contact for audit inquiries relating to cash balances, controls, and reconciliations
  • Process Improvement & Stakeholder Engagement

    • Identify areas for operational efficiency, streamlining workflows to create value
    • Build strong working relationships with Key Business Partners, especially the Property Partner
    • Present management information to support strategic decision-making
  • Additional Responsibilities

    • May take on unplanned duties to react dynamically to functional needs, in alignment with role grade expectations

Person Specification

Experience & Technical Skills

Required:

  • Proven experience in accounts payable, accounts receivable, and cash management
  • Strong analytical ability with a high level of attention to detail when processing complex financial data
  • Effective communication skills to foster collaborative partnerships across government organisations
  • Experience using Oracle Financials (or related accounting systems)
  • Fluent use of Microsoft Office suite (Excel advanced formatting, PivotTables, reporting tools)
  • Ability to work collaboratively in remote/dispersed teams

Desirable:

  • Experience in estates/property finance environments (government or commercial real estate)

Qualifications & Accreditations

Desirable:

  • AAT Qualified or enrolled (Association of Accounting Technicians)
  • CCAB Qualification (Chartered Certified Accountancy Body)
