THE OPPORTUNITY – SENIOR HSE ADVISOR
The Senior HSE Advisor is responsible for developing, implementing, and assuring integrated emergency response, crisis management, and security arrangements across UK offshore installations and COMAH-regulated onshore facilities. The role ensures the organisation is prepared for, protected against, and capable of responding effectively to major accident hazards, security threats, and disruptive events. The post holder will ensure compliance with UK regulatory frameworks while promoting best practice in organisational resilience, asset protection, and crisis readiness.

- Duration: 2-year contract
- Contract Type: PAYE
- Day Rate: TBC - For your application to be progressed, please ensure you provide a PAYE day rate banding expectation. Please note that there is no travel and accommodation allowance provided.

Spirit Energy currently have a non-contractual hybrid working arrangement for all office-based workers. 4 days must be worked in the office with compulsory days being Tuesday, Wednesday and Thursday. The fourth day worked in-office (either Monday or Friday) is of the worker’s choosing but should be in keeping with what is most efficient and effective for their team. The office is open 5 days a week for full time, in-office working if this is the contractor’s preference.

AND NOW FOR THE TECHNICAL BIT…
In role, you will be required to:
Emergency Response & Crisis Management
- Develop, implement, and maintain Emergency Response Plans (ERPs) for offshore and COMAH assets.
- Ensure compliance with Offshore Installations (Safety Case) Regulations, COMAH Regulations, and Civil Contingencies requirements.
- Support and advise Incident Management Teams (IMTs), Crisis Management Teams (CMTs), and Emergency Response Teams (ERTs).
- Participate in an on-call Rota providing 24/7 emergency response support.
- Lead incident debriefs, ensuring lessons learned are captured, tracked, and embedded.
Security Management & Risk Control
- Develop and maintain security management systems and plans for offshore and COMAH facilities.
- Conduct security risk assessments, vulnerability analysis, and threat assessments.
- Address risks including terrorism, activism, insider threats, and cyber-physical threats.
- Implement mitigation strategies and risk-based controls.
- Define and maintain physical security controls such as access control, CCTV, and perimeter protection.
Preparedness, Training & Exercises
- Design and deliver emergency response and security exercises (tabletop, functional, and live).
- Provide coaching and training for personnel in emergency and security roles.

Incident & Threat Response
- Provide subject matter expertise during emergency and security incidents.
- Coordinate response between offshore and onshore teams.
- Support investigations into incidents and ensure corrective actions are implemented.
Compliance & Assurance
- Ensure compliance with UK offshore, COMAH, and security-related regulations and standards.
- Conduct audits, inspections, and assurance reviews.
- Interface with external bodies including HSE, OPRED, Police, and security agencies.
- Maintain performance metrics, reporting dashboards, and assurance plans.
ABOUT YOU
To be successful in this role, we are looking for:
- Team player able to collaborate effectively at all levels of the organisation
- Track record in developing and executing pragmatic solutions and influencing others to move towards consensus
- Previous experience of working with technically qualified HSE and Technical (e.g. Well Engineering, Engineering, and operational) professionals
- Good knowledge of risk management, and compliance requirements
- Excellent written and oral communication skills
- Degree in HSE, risk, security, or related discipline.
- Professional certifications (e.g. IMT/ICS, CPP, CSMP)
- Offshore survival certificate
- Lead auditor or equivalent
- NEBOSH or equivalent
- Investigator training
