We are seeking an experienced Senior HSE Manager to support a growing portfolio of construction projects. This role presents an opportunity to build robust systems, processes, and governance from the ground up, working closely with internal stakeholders and our supply chain to establish a proactive, best-in-class safety culture as the business continues to expand.
Role Responsibilities

Act as THG Ingenuity’s construction Health & Safety (H&S) competent adviser, supporting the business in evidencing the skills, knowledge, experience, and organisational capability required to operate as a Principal Contractor under CDM 2015.

Lead the development of THG Ingenuity’s Principal Contractor H&S management framework, including policies, standards, templates, procedures, and assurance tools.

Collaborate with the:
- Construction Project Manager
- Site Managers
- Contracts Manager
- Quantity Surveyor (QS)
- Procurement & Legal teams
- Insurance & Senior Leadership to embed H&S requirements into the Principal Contractor operating model.

Develop, maintain, and review Construction Phase Plans (CPP):
- Ensuring proportionate alignment with project requirements
- Updating as trades, risks, site conditions, and work packages change

Ensure pre-construction information is reviewed before mobilisation and reflected in the CPP, including:
- Site constraints
- Live operational activities
- Access restrictions
- Existing services & fire arrangements
- Structural limitations and slab loading
- Historical H&S File information
- Principal Designer design-risk information

Liaise with the Principal Designer on:
- Pre-construction information
- Design-stage hazards & residual risks
- Design changes & contractor-designed elements

Develop and manage the H&S element of subcontractor prequalification and onboarding, including:
- Reviewing contractor H&S competency before appointment, covering:
- SSIP status
- Insurance evidence
- Trade competence
- Training records
- Supervision arrangements
- Previous relevant experience
- Licences & certifications
- Plant/equipment records
- Specialist accreditations
- Reviewing contractor H&S competency before appointment, covering:

Support Procurement & Contracts teams to embed H&S, CDM, competence, supervision, reporting, Risk Assessments & Method Statements (RAMS), permit, handover, and H&S File requirements into:
- Invitation to Tender (ITT) documents
- Scopes of work
- Subcontract agreements

Develop and implement a RAMS review procedure for THG Principal Contractor projects, including:
- Reviewing subcontractor RAMS for suitability, coordination, and interface risks.
- Ensuring specialist RAMS (e.g., electrical, HV, lifting, temporary works, fire systems, structural works, automation commissioning) are technically reviewed by competent persons.

Develop and maintain a permit-to-work procedure and permit issuer competence matrix.

Establish project H&S standards and assurance checks for high-risk activities, such as:
- Work at height
- Mobile Elevated Work Platforms (MEWPs)
- Lifting operations
- Temporary works
- Electrical isolation & energisation
- Hot works
- Fire protection impairments
- Commissioning
- Stored energy
- Automation testing
- Traffic management
- Works in live warehouse environments

Create and implement a H&S inspection and audit schedule, aligned with:
- Project risk level
- Site phase & contractor activity

Ensure suitable site-specific inductions for:
- Workers
- Contractors
- Visitors
- Client representatives

Lead or support accident, incident, near-miss, and dangerous occurrence investigations, including root cause analysis.

Support business compliance with:
- Safe Suppliers for Industry Promotion (SSIP)
- CHAS, Constructionline, or Common Assessment Standard (CAS)
- Equivalent accreditation routes

Produce regular H&S performance reports covering:
- Leading and lagging KPIs
- Inspection findings
- Audit results
- Contractor performance
- Incident reports
- Near-miss analysis
- Action close-out
- High-risk activity assurance
- Project readiness

Essential
✅ Qualifications:
- NEBOSH Diploma or
- NVQ Level 6 Occupational Health and Safety
- GradIOSH or
- CMIOSH
- NEBOSH National Construction Certificate or equivalent construction H&S qualification (minimum requirement).
✅ Experience:
- Significant UK construction H&S experience, preferably with/for a Principal Contractor, main contractor, or major specialist contractor.
- Strong practical understanding of CDM 2015 and implementation experience on multi-contractor construction projects.
- Experience developing, maintaining, and reviewing Construction Phase Plans (CPP).
- Knowledge of permit-to-work systems and a clear understanding that specialist permits must be issued by competent authorised persons.
Desirable
🔹 Experience in high-risk environments, including:
- Warehouses
- Logistics & industrial facilities
- Automation & robotics projects
- Racking systems
- Mechanical, Electrical & Plumbing (MEP)
- Conveyor systems
- AutoStore-type installations
🔹 Knowledge of accreditation schemes such as:
- SSIP, CHAS, Constructionline, SafeContractor, Achilles, Common Assessment Standard (CAS)
🔹 Experience with ISO 45001:
- Implementation, audit, or scope extension
🔹 Familiarity with lifting operations:
- Appointed Persons & lift plan requirements
🔹 Experience working in live operational environments (e.g., warehouses) where construction interfaces with ongoing client activities.
