Technical Engineering Manager (ITS/Technology Design) – M25 Project

The M25 stands as one of Egis’ flagship projects in the UK—the most-used segment of the national road network, carrying over 200,000 vehicles daily. With around 800 structures and five tunnels, its reliable operation requires high-performance maintenance, continuous improvement, and repairs.


Job Description

Role Purpose

This Technical Engineering Manager will lead Integrated Transport Systems (ITS)/Technology design projects and consultancies, ensuring cost-effective, compliant solutions that align with National Highways’ standards and stakeholder needs.

Key responsibilities include:

  • Reviewing, managing, and delivering ITS/Technology design led by framework and external consultants.
  • Overseeing the provision of design solutions to maintain or enhance M25 ITS/Technology assets within agreed budgets and specifications.
  • Ensuring adherence to National Highways programme requirements, budget constraints, and internal CPS quality standards.
  • Coordination across design, asset, and project management (PM) teams, including external partnerships (NH SES).
  • Managing documentation review from external consultants to ensure complete, compliant submissions to National Highways.
  • (Open secondment to internal candidates for 12–18 months)

Accountabilities

Design and Delivery Leadership

  • Own overall Technology Design for a range of ITS assets (CCTV, traffic signals, Variable Message Signs (VMS), Emergency Response Vehicles (ERT), MARMITS (MIDAS), and related systems)—on time, within budget, and to Highways Standards.
  • Certify designs, reports, drawings, and deliverables—ensuring full compliance before submission to National Highways via the Review Process.
  • Support improvement and renewal schemes in collaboration with the wider Design Team.

Technical and Financial Responsibilities

  • Undertake optioneering and feasibility studies, developing whole-life cost models for proposed solutions.
  • Develop and finalise design briefs, working with suppliers and project stakeholders to 定 scope, budget, and programme.
  • Prepare and issue instructions to external design consultants, aligning scope with Asset Heads’ approval.

Quality Assurance & Compliance

  • Lead the Design Review Process (Certification) to meet DBFO contract and CPS internal standards.
  • Ensure designs comply with DMRB (Department for Transport Manual for Highway Engineers), MCHW (Manual for Highway Works), IEC standards, and 18th Edition IET Electrical Inspection Regulations.

Stakeholder & Project Coordination

  • Communicate progress to National Highways and internal teams (Connect Plus, CPS).
  • Liaise with statutory bodies (Highway Authorities, Planning Authorities, Statutory Undertakers) and Emergency Services when required.
  • Report on performance (budget/programme) to the Project Manager.

Innovation and Process Improvement

  • Champion innovation and continuous improvement in design, construction methodology, and capability building within the business.
  • Capture best practices and lessons learned for cross-divisional knowledge sharing.

Safety and Sustainability Compliance

  • Ensure CDM (Construction Design and Management) obligations as Principal Designer are met.
  • Support Egis’ sustainability initiatives, including carbon reduction targets tied to transport infrastructure projects.

Qualifications & Experience

Essential Criteria

✅ Relevant vocational qualifications (BEng, BSc, HNC, or HND in Transport, Civil, Electrical, or Related Engineering—desirable). ✅ Membership of a professional institution (e.g., IET (Institution of Engineering and Technology) or IHE (Institution of Highways Engineers)). ✅ Progression to IEng or CEng (towards Chartered Engineer status). ✅ ITS/Technology design competence (including assessment and review of CCTV, signals, VMS, ERT, MIDAS, etc.). ✅ Knowledge of CDM, H&S (Health & Safety) legislation, and related compliance requirements. ✅ Proven ability in designing and certifying plans, reports, and deliverables for construction projects. ✅ Advanced IT skills (proficient in Microsoft Office Suite). ✅ Familiarity with design standards (DMRB, MCHW, IEC, 18th Edition Electrical Regulations).

Desirable Experience

🔹 Problem-solving skills and collaborative working ability. 🔹 Understanding of network safety and cybersecurity within ITS applications. 🔹 Project lifecycle experience (risk management, planning, tendering, and contract stages). 🔹 Specialist experience in:

  • Intelligent Transport Systems (ITS)
  • Electrical and Control System Design
  • Highway Standards (HAREC, Tolerances, Signage)
  • Commissioning for ITS projects.

🔹 Experience reviewing drawings and reports, including documentation for high-profile motorway projects (M25, M40, etc.). 🔹 CSCS Card (if eligible for UK highway sector). 🔹 Microsoft Project skill set for programme management. 🔹 Stakeholder consultation with National Highways, Local Authorities, and Emergency Services. 🔹 Broad skillset in other tech-related disciplines (smart mobility, sensor networks).
