One of Egis’ Flagship Projects in the UK is the M25 – the most heavily trafficked section of the UK Strategic Road Network, accommodating 200,000+ vehicles daily, and comprising 800 structures and 5 tunnels. Maintenance, innovation, and ongoing improvement are critical to keep it operational.
Role Purpose
The ITS/Infrastructure Technology Design & Deliverable Manager will:
- Review, lead, and manage Intelligent Transport Systems (ITS) and technology design by framework consultants and external teams.
- Provide cost-effective design solutions to maintain or upgrade M25 ITS/technology assets while meeting stakeholders’ needs and CPS quality standards.
- Ensure on-time, on-budget delivery in alignment with National Highways’ programme while securing DBFO contract compliance.
- Manage and oversee design delivery, external consultant reviews, and internal schemes from conception to submission.
- Open to internal candidates for a secondment (12–18 months).
Key Accountabilities
Design Management & Technical Leadership
-Lead ITS/technology design scheme implementation for M25 assets (e.g., CCTV, traffic signals, Variable Message Signs (VMS), Emergency Response Telecommunications (ERT), MIDAS, etc.) on time and within budget. -Oversee external consult to ensure designs are complete, compliant, and fit for submission to National Highways via the certification review process. -Assist in maintenance, improvement, and renewal projects, delivering agreed outcomes and meeting rigorous technical/legal requirements.

Innovation & Continuous Improvement
-Develop whole-life costing models and conduct optioneering exercises to optimize design solutions. -Develop design standards & briefs in collaboration with cross-functional teams, briefs, and securing stakeholder approval. -Led technical innovation and refinement of delivery methods to advance industry standards and improve efficiency.
Compliance & Stakeholder Collaboration
-Ensure full compliance with DBFO and CPS internal standards, including Principal Designer duties under CDM regulations. -Coordinate and support cross-team collaboration (design, asset, project management) and liaise with:
- National Highways (NH SES) for technical submissions and contractual arrangements.
- Statutory bodies (Highway Authorities, Planning, Statutory Undertakers).
- Internal stakeholders (Connect Plus, CPS).
Financial & Operational Oversight
-Monitor budget adherence, equipment costs, and supplier invoices. -Conduct engineering reviews to verify technical compliance. -Produce cost-effective solutions that meet operational and sustainability targets.
Learning & Organisational Growth
-Facilitate cross-project knowledge exchange by capturing lessons learned and best practices. -Encourage a culture of continuous improvement through innovation and performance analysis.
Mental State of Senior Responsibilities
-Act as a regular proxy for line management tasks as required.

Qualifications & Experience
Essential Requirements
- Relevant technical qualification (BEng, BSc, HNC, or HND in a related discipline preferred):
- Regulated engineering status (IET/IHE amount to CEng/IEng).
- Certified Membership (or active progression toward) of a professional institution (IET or IHE).
- Specialist expertise in ITS/technology design and engineering review, including:
- Knowledge of DMRB, MCHW, IEC and 18th Edition IET Requirements for Electrical Installations.
- In-depth functional qualification in at least one of CCTV, traffic signals, VMS, ERT, or other digital monitoring solutions.
- Comprehensive understanding of:
- CDM and Health & Safety (H&S) legislation and compliance responsibilities.
- Excellent IT proficiency (with full Microsoft Office skill level, Project Management capabilities strongly desirable).
- Driving license (UK or reciprocal agreement).
Preferred Advantages
- Transport engineering experience, particularly within highway infrastructure.
- Highway ITS/technology commissioning experience, including post-installation verification.
- Clevant knowledge of cybersecurity and internetwork communications in ITS systems.
- Adversarial stakeholder management (e.g., consultation with NH, local authorities, emergency services).
