Bristol, Cardiff, Edinburgh, Leeds, Liverpool, Manchester, Newcastle-upon-Tyne, Stratford, Telford - Plaza 1 & 2, Worthing

Please note that due to workforce controls, Liverpool, Newcastle-Upon-Tyne and Stratford are only available to existing HMRC staff in these locations. HMRC staff based in Reading can also apply to move to Stratford in line with Migration path. HMRC staff based in 100PS can also apply to move to Stratford.

As a Senior IT Delivery Manager (G7) within HMRC’s Chief Digital & Information Office (CDIO), you will lead the delivery of complex, high impact IT and digital change across the Borders and Trade (B&T) portfolio.

Operating in one of HMRC’s most complex delivery environments, you will be accountable for ensuring delivery outcomes are achieved safely, securely and at pace across multi-team and multi-supplier landscapes. You will lead delivery planning, governance and commercial oversight, providing senior stakeholders with clear insight into delivery confidence, risks and trade-offs.

Job Description

You will be accountable for the end-to-end delivery of large and/or complex IT initiatives, ensuring alignment to strategic priorities and maintaining delivery confidence across teams, suppliers and stakeholders.

You will operate as a senior delivery leader, setting direction, managing risks and dependencies, and acting as the primary escalation point for delivery issues and decisions beyond team control.

Working across CDIO, business stakeholders and delivery partners, you will influence delivery approaches, optimise ways of working and ensure that delivery is governed effectively and outcomes are achieved sustainably.

Key Responsibilities

  • Lead the end-to-end delivery of large and/or complex IT or digital initiatives.
  • Own delivery planning, governance and reporting, providing clear visibility of delivery confidence, risks and performance.
  • Identify, manage and escalate risks, issues, dependencies and delivery decisions.
  • Provide commercial and financial leadership, including cost control, forecasting and supplier challenge.
  • Lead delivery across multidisciplinary and multi-supplier environments, ensuring alignment and delivery momentum.
  • Act as the primary escalation point for delivery challenges beyond team control.
  • Lead and develop Delivery Managers and teams, building delivery capability and performance.
  • Influence senior stakeholders to support prioritisation, trade-offs and strategic decision-making.
  • Apply and adapt Agile and/or Waterfall methodologies to optimise delivery outcomes.
  • Contribute to the Delivery Management profession, sharing best practice and continuous improvement.

Essential Criteria

The successful candidate will demonstrate:

  • Leading end-to-end delivery of large, complex IT or digital change, with accountability for outcomes.
  • Experience operating within complex governance environments, including delivery planning, risk, issue and dependency management, and assurance.
  • Strong commercial and financial management experience, including forecasting, cost control and supplier management.
  • Experience leading delivery across multi-supplier and multidisciplinary environments.
  • Ability to maintain and communicate delivery confidence, including managing trade-offs, risks and priorities.
  • Experience leading and developing teams, including line management and capability development.
  • Ability to influence and advise senior stakeholders, supporting decision-making in complex delivery environments.
