Senior Legal Counsel – Online Safety Investigations

Location: European Digital Regulation and Governance team (Dublin, Paris, Brussels, or London)


About the Team

The Online Safety Investigations team sits within the European Digital Regulation and Governance function, across our Dublin, Paris, Brussels, and London offices. Part of TikTok’s Global Regulatory team, we ensure regulatory compliance and accountability align with bold innovation—guiding strategies for TikTok and its family of products.

We advise on evolving laws, partner with regulators, and realign our team’s ambitions with global digital safety and regulatory standards. Join us to shape the future of online content regulation, enforcement, and governance at a hyper-growth, international tech leader.


Key Responsibilities

  • Lead strategy for regulatory enforcement inquiries and digital safety compliance across EU and UK frameworks, including:
    • The [Digital Services Act (DSA)] and its implementation across Member States.
    • The [UK Online Safety Bill] and emerging regulatory regimes.
  • Drive proactive engagement with European national regulators, from high-level liaison to rigorous enforcement responses.
  • Advise internal stakeholders (Legal, Compliance, Product, Safety) on portfolio-specific legal risks, risks and enforcement procedures while staying ahead of evolving regulatory trends.
  • Support regulatory policy programs focused on online safety enforcement, governance, and content moderation, collaborating closely with our Global Governance and Public Policy team.

Minimum Qualifications

  • Expertise: At least 5+ years’ regulatory legal compliance experience, ideally in:
    • Private practice with a pre-eminent EU/UK regulatory law firm.
    • Established in-house roles for privately held tech firms, internet platforms, or digital media.
  • Technical focus: In-depth knowledge of user-generated content moderation, particularly for:
    • The [Digital Services Act (DSA)], Article-by-article priorities, and EU Member State prerogatives.
    • The [UK Online Safety Act], binding and prohibitive duties, and emerging stakeholder requests.
  • Operational excellence: Ability to swiftly assess and effectively manage multi-jurisdictional, high-stakes investigations in fast-changing environments.
  • Practical implementation: Hands-on experience with advising businesses on flooding emerging regulations, enforcing new clauses, or mediating stakeholder disputes.
  • Interpersonal acumen: Builds rapid trusting relationships, collaborates seamlessly with executives and cross-functional teams, and champions a collaborative, results-driven "One Team" approach.
  • Integrity: Immaculate record of ethical behaviour, transparency, and accountability.

Preferred Qualifications

  • Time in tech or multinationals: Past experience navigating start-ups’ internal regulatory landscapes, or fast-moving organizations’ ever-changing priorities.
