Senior Finance Lead (ICB Finance Team) Fixed Term Contract – Open only to current employees of Kent and Medway ICB, Southeast ICBs, and at-risk NHS Trust employees in Kent & Medway
About the Role
You will play a strategic role across the Finance Business Partner and Finance Team within the Kent and Medway Integrated Care Board (ICB), providing expert financial leadership to drive programme delivery and decision-making.
This position is open exclusively to:
- Current employees of Kent and Medway ICB or Southeast Integrated Care Boards
- Current at-risk employees within Kent and Medway NHS Trusts
Key Responsibilites

Financial Programme Support
- Lead planning and execution of finance-related programmes, ensuring effective management and timely delivery.
- Coordinate monthly and external financial reporting (including year-end accounts, quarterly management accounts, and external compliance obligations).

Strategic Financial Planning
- Assist in developing short/medium-term financial plans, including efficiency programme models, cost analyses, and investment profiling.
- Pbrush-board with spend forecasts, advising on opportunities and strategic shifts.

Budget leadership
- Lead annual budgeting—aligning baselines with cost pressures, investments, and efficiency savings (e.g., CIP profiling).
- Provide actionable monthly management accounts, forecasts, and analytical reports for senior leaders.

Variance Analysis and Market Risk Management
- Monitor income/activity/expenditure trends, challenge variances, and collaborate with budget holders to drive recovery actions.

Financial Accuracy & Reporting
- Review and improve costing methodologies, apportionment, and allocation processes for better transparency.
- Ensure finance outputs connect with workforce/data/performance outcomes to inform decision-making.

Statutory & Governance Support
- Deliver specialist financial advice for NHSE submissions, audits, and external reports.
- Develop efficient financial procedures and digitalisation solutions, championing operational improvements.

Programme Financial Modelling
- Produce modelling for efficiency programmes, service redesign, and business cases to underpin strategy.
- Leadership & Training
- Line management of Management Accountants, overseeing quality, career growth, and internal coaching.
- Deliver training and coaching to senior budget holders on financial governance systems, frameworks and best practices.
