Senior Manager, Community Liaison (12-Month Contract) – Kao Data

About the Role
We are seeking a Senior Manager, Community Liaison to drive excellence in stakeholder engagement, ensuring transparent, trusted relationships across Kao Data’s key developments—initially focusing on Park Royal, Manchester.
As the single point of ownership for community liaison, you will:
- Develop and maintain robust connections with local communities, stakeholders, and planning authorities.
- Lead proactive, structured, and credible engagement to support successful planning approvals and development outcomes.
- Align all community interactions with planning strategy and programme delivery, reinforcing Kao Data’s commitment to transparency and responsible development.
Key Responsibilities
Community & Stakeholder Engagement Leadership
- Own end-to-end community engagement strategy across designated developments.
- Lead public consultations, stakeholder briefings, and engagement events.
- Ensure ongoing dialogue with affected communities.
Planning Integration & Support
- worked closely with Development (Planning) to capture and integrate community feedback into planning submissions.
- Manage objections, representations, and consultation responses effectively.

Communications & Reputation Management
- Coordinate all external messaging to communities and local stakeholders.
- Proactively address sensitive issues (e.g., noise, design, environmental impact).
- Support Marketing’s work on ESG, community initiatives, and local partnerships.
Issue Management & Feedback Loops
- Establish structured processes for tracking and resolving community enquiries, complaints, and concerns.
- Provide regular sentiment/risk reports to the Programme Director and SMT.
Cross-Functional Coordination
- Act as the central liaison between Programme, Development, Marketing, and external advisors (e.g., planning consultants, PR agencies like Cavendish).
Community Initiatives & Social Value
- Support local investment initiatives, S106 obligations, and ESG/community funding compliance.
What We’re Looking For
- Substantial experience in community engagement, planning, or major development (preferably UK infrastructure/energy/real estate).
- Proven track record in managing public consultations and stakeholder relationships.
- Hands-on experience engaging with local authorities, councillors, and community groups.
- Credible leadership in politically sensitive environments.
- Strong stakeholder influencing, messaging, and issue management skills.
- Ability to translate technical/planning complexities into clear, community-friendly communications.
- Alignment with Kao Data’s values: transparency, responsibility, and balancing commercial objectives with community needs.
