Job Description

This is an exciting opportunity to join the Clean Energy Investment Directorate's Private Investment team as the Senior Manager – Investor Engagement and Intelligence, leading the department's dedicated Investor Intelligence Hub. The Investor Intelligence Hub directs DESNZ's engagement with the financial community and provides critical market intelligence to inform policymaking and support the mobilisation of private capital required to deliver the Clean Energy Mission.

The postholder will lead DESNZ's strategic engagement with major investors, lenders and financial institutions, helping to mobilise the significant private capital required to deliver the UK's clean energy transition. Acting as a bridge between government and financial markets, the role ensures that investor perspectives, market intelligence and commercial realities are reflected in policy development, programme delivery and strategic decision-making.

You will act as the department's intelligent client for investor feedback and market intelligence, ensuring insights from financial markets are effectively analysed, challenged and embedded into policy development, strategic decision-making and delivery.

Working closely across Whitehall—including the Office for Investment, HM Treasury, DBT and the UK's overseas network—you will ensure investor intelligence is shared effectively, government engagement is coordinated, and barriers to private investment are identified and addressed.

This is a high-profile role with regular exposure to Ministers and senior leaders, offering the opportunity to influence policy, investment and delivery across the Clean Energy Mission.

As the Senior Manager – Investor Engagement and Intelligence, you will:

  • Lead the collection, analysis and dissemination of investor intelligence to strengthen the department's understanding of investment risks, opportunities and market sentiment.
  • Lead DESNZ's strategic engagement with institutional investors, lenders and financial institutions, building trusted senior relationships across the financial community.
  • Embed investor insight into policy development and strategic decision-making, providing high-quality advice to Ministers and senior officials.
  • Coordinate investor engagement across DESNZ and Whitehall, strengthening collaboration with the Office for Investment, HM Treasury, DBT and the UK's overseas network.
  • Develop and continuously improve DESNZ's investor engagement strategy, relationship management framework and investor intelligence capability.
  • Represent DESNZ at senior external meetings, conferences and ministerial engagements, acting as a credible interface between government and financial markets.
  • Provide leadership and line management to one SEO while fostering a collaborative, inclusive and high-performing team culture.

As a line manager, you will be responsible for working with your members of staff to define their objectives, as well as managing their development and performance.

Essential Criteria

  • Experience engaging with institutional investors, lenders or financial institutions, with a strong understanding of financial markets, investment decision-making and capital allocation.
  • Proven ability to build and maintain trusted relationships with senior stakeholders across government, industry and the investment community to deliver strategic outcomes.
  • Experience of translating complex commercial, financial and policy issues into clear, evidence-based advice for Ministers and senior decision-makers.
  • Demonstrated ability to deliver outcomes at pace, using data-driven analysis and producing high-quality briefings to provide clear, politically aware advice.
  • Highly effective communication, networking and influencing skills, with the ability to engage credibly with senior representatives from financial institutions, institutional investors and government.

Desirable Criteria

  • Knowledge of UK energy policy and the regulatory and investment landscape supporting the UK's clean energy transition.
  • Experience of working across complex organisations, including Whitehall and/or with international partners, to deliver strategic outcomes
  • Experience developing and implementing investor engagement strategies, stakeholder relationship management frameworks or market intelligence function
  • Understanding of investment mobilisation, infrastructure finance or project finance.

Salary and Benefits

Alongside your salary of £56,900, Department for Energy Security & Net Zero contributes £16,483 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides (opens in a new window).

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.

After submission of the first stage of your application you will be invited to complete a Civil Service Verbal Test and a Civil Service Numerical Test. If you successfully pass the test, you will be invited to complete the final stage of the application.

If you fail to complete the online test before the deadline your application will be withdrawn. Guidance for the test will be available when you are invited to take the test. The tests are administered online and accessed via the CS Jobs website.

There will be maintenance for Civil Service online assessment on Sunday 19th of July, 2026. This means you will be unable to access the online tests at BST (London) 4pm-7pm/ ET (US Eastern) 11am-2pm.

Any progress you have made will be saved, and you will be able to continue once the tests are available again.

Candidates will need to pass the Civil Service Numerical Test and Civil Service Verbal Test before submitting the full application.
