Senior Manager - Operations - Joint International Crime Centre (JICC)

National Crime Agency – Leadership Role (International Directorate, Joint International Crime Centre)

About the Role

Location: Warrington

Lead at the heart of the UK’s fight against international crime. This role will involve overseeing operational delivery and system improvement within the Joint International Crime Centre (JICC). Working with global partners and English stakeholders, you will deliver fast-paced, high-impact operational outcomes in a 24/7 environment to protect the public.


About the Business Area

The National Crime Agency’s (NCA) International Directorate collaborates with global partners to:

  • Coordinate UK law enforcement activity overseas, supporting offender identification, location and return;
  • Share and gather intelligence for serious and organised crime (SOC) threats with international elements;
  • Deliver operational outcomes in high-stakes, criminially linked cases.

Key functions include:

  • The International Liaison Officer (ILO) Network – Provides NCA representation across 130+ countries to facilitate international law enforcement collaboration.
  • The Joint International Crime Centre (JICC) – Operates 24/7, supporting UK policing and partners in fast-paced, cross-border investigations.
  • Regional Desks – Coordinate global activity through the ILO network.
  • Enabling Functions – Drive improvement, optimise technology and streamline operational efficiencies.

With 300 NCA and seconded police officers, the JICC leads, coordinates and supports the UK’s response to international crime, using all NCA international capabilities.


The Role

Location: Warrington (with frequent travel)

You will contribute to the JICC’s mission to:

  • Provide an international cooperation service for UK front-line policing and global partners.
  • Build and maintain domestic and international relationships to align operations with strategic objectives.

Core Function Area Responsibilities

Managed by the JICC are several key teams delivering specialist services:

  • UK INTERPOL Bureau – Coordinates manages enquiries for criminal investigations, nationally and internationally, through INTERPOL channels, advising on liaising with overseas authorities to achieve:

    • Mutual assistance via intelligence exchange.
    • Tactical progress of high-profile cases.
  • UK Europol National Unit (ENU) – Maximises Europol’s global intelligence and support resources to assist UK operations, including:

    • Guidance on engaging with Europol.
    • Intelligence development and transfer.
    • Liaison support for the Europol UK Liaison Bureau.
  • JICC Biometrics – Fundamentally enhances DNA and fingerprint matching, and exchange via mechanisms like PRUM, improving criminal detection through:

    • Identifying intelligence from biometric profile comparisons.
    • Advising on biometric exploitation strategies (e.g., Watchlisting).
  • National Extradition Unit – Triages and progresses fugitive extradition requests, escalating high and medium-risk cases through:

    • Facilitating international arrests and returns (including Fugitive Evafor Pursuit).
    • Locating and extraditing wanted offenders, globally.
  • International Tactical Adviser Network – Supports UK law enforcement by:

    • Offering consultation and defence expertise for cross-border investigations.
    • Accessing NCA’s advanced operational capabilities.
  • Foreign Law Enforcement Community Liaison (FLEC) – Manages liaison for international policing teams based in the UK, including:

    • Consultation, operational support and linking to UK law enforcement assets.
  • ICAC_Police and Judicial Cooperation Support – Ensures a consistent, high-quality response to tactical and communal needs, strategically aligning law enforcement with court and legislative frameworks.

The JICC Experience

Logistically, this role requires adaptability—expect tasks ranging from routine intelligence checks to urgent multi-jurisdiction crimes. Key responsibilities will include:

  • Prioritising and focusing operations to meet strategic and legal objectives.
  • Coordinating and leading teams, ensuring alignment with UK/NCA strategies.
  • Flexible stakeholder management with UK and global law enforcement partners.
  • Embedding inclusive growth through innovative practices.

Note: Due to the role's demands, you will be required to travel internationally on short notice, including possession of a valid passport.


Leadership Responsibilities

The role involves:

  • Leading large multi-jurisdictional teams to coordinate both national and international law enforcement investigations.
  • Oversewing operational intelligence—focusing resources ethically, proportionately and in compliance with statutes.
  • Advancing pivotal organisational change, integrating the JICC into the broader NCA International apparatus.
  • Driving accountability and transparency governing performance, risks, and oversight within JICC, the International Directorate and the HM Government.
  • Navigating & resolving risks, prioritising patterns of emerging threats.
  • Developing international partnerships between stakeholders and local/international inter-governance organisations.
  • Liasing with national and international partner agencies, to align them to improve cooperation.
  • Providing comprehensive verbal and written reports for law enforcement-ministerial audiences.
  • Strategic management and raising morale while fostering a diverse, collaborative culture.

Key Requirements

Knowledge & Competency

  • UK (and International) Legislation – Ability to interpret and apply law enforcement policy within applicable statutes.
  • Leadership – Guide and drive synergising teams toward NCA priorities.
  • Risk Management & Compliance – Assess and mitigate risks as per legislation and operational protocols.
  • Communication & Engagement – Effective verbal/written debriefs, presentations, updates.
  • Critical Decision-Making – Use structured Agency frameworks responsibly in processes of risk.
  • Intelligence Utilisation – Evaluate intelligence data to determine application for operations, increasing effectiveness.
  • Data Management – Secure integrity, adherence to data protection and handling protocols.
  • Operational Change Management – Lead and sustain enhancement initiatives aligning improve efficiency, governing data/technology integration.

  • Must hold or be able to obtain a valid passport.

Compensation & Career Benefits

Salary

  • Base salary: £67,609
  • NCA contributes £19,586 toward membership of the Civil Service Defined Benefit Pension scheme
