Role Overview
Lime is hiring a Sr. Manager, Policy & Content to lead the Policy & Content vertical within our Market Development organization. This is a player-coach leadership role responsible for leading the team responsible to build and run Lime's city-facing narrative, analysis, and content capability — the function that translates what Lime builds, knows, and operates into the positioning, materials, and insights that help us win in high-stakes market moments.
The Policy & Content vertical serves as the internal consulting and content engine for Lime. It produces policy analysis, strategic insight, and high-quality content and design assets that power competitive RFP responses, local regulatory engagement, and market growth strategies. This leadership role involves significant scope and organizational visibility.
This is a remote role based in London, Berlin, Paris, or Milan. To support strong cross-functional collaboration, candidates must reside in one of these locations.
Key Responsibilities
- Develop and lead the Policy & Content vertical
- Own the strategy, operating model, and roadmap for Lime's city-facing narrative capability
- Manage a six-person team that spans policy analysis, content and narrative development, and design — providing direction, prioritization, and professional development
- Establish the intake, prioritization, and collaboration framework for providing effective support to our internal customers
- Define the function's operating rhythm, measurement framework, and stakeholder engagement model
- Contribute to achieving Lime’s business growth objectives by delivering content, materials, and insights that power RFP and regulatory wins
- Operate with deadline awareness, ensuring support is delivered within the timeframes required by active procurements or product development
- Build city intelligence and content infrastructure
- Partner with the Proposals team to evolve tracking and data-driven insights of what cities are asking, how Lime has answered, and how requirements are evolving across regions.
- Track emerging regulatory themes, competitive positioning shifts, and recurring city concerns — and translate those signals into actionable proactive internal intelligence or research projects for the business
- Evolve our content library systems, including leveraging integrated AI tooling, implementing new processes and systems to capture, update, and share materials, and ensuring high adoption among our internal customers
- Iterate on the policy analytics roadmap, including building on our policy data strategy, tooling, dashboards, and solutions
- Establish the strategy for policy research, surveys, and analysis to yield differentiating insights for the business
- Own Lime's city-facing narrative
- Manage and evolve the city-facing content library: narrative modules, one-pagers, talking points, proposal language, campaign materials, and issue-specific positioning.
- Define geography- and language-specific strategies for how Lime speaks to our regulators, partners, and city-decision makers on the issues that matter most to cities, from parking and safety to affordability and sustainability
- Monitor and interpret regulatory, competitive, and market trends to proactively develop and improve visually compelling and data-driven narratives that equip local teams with strong arguments on the issues that matter most
- Provide direct narrative support for priority RFPs and regulatory campaigns, including spearheading content development and refinement in close collaboration with the Proposals writing team
- Ensure Proposals and local teams have strong central materials they can adapt to meet the needs for city engagement, permitting, and renewal
- Translate product, technology, and operational excellence into compelling narratives
- Build a cross-functional content community of practice
- Establish direct relationships with subject matter experts and create improved processes for capturing the latest developments and findings from Lime’s technology, operations, and business functions to transform into compelling written and strategy assets
- Partner with City Solutions, Pricing, Hardware, Software, Engineering, and other cross-functional teams to translate roadmap developments and innovations into city-facing language early enough to shape narrative before live RFPs or regulatory conversations.

About You

- 8+ years of experience in policy, communications, content strategy, public affairs, or a related field, with demonstrated ability to produce persuasive materials for government, regulatory, or procurement audiences.
- Strong people leader with experience leading teams and managing cross-functional workstreams in a global, matrixed organization.
- Exceptional storyteller and writer with strong editorial judgement and the ability to translate complex policy, operational, and technical content into clear, compelling city-facing language with strong visual storytelling.
- Strong analytical instincts — comfortable synthesizing policy landscape, competitive intelligence, and market signals into strategic positioning, proactive investigation and analysis, and research.
- Skilled at triage and prioritization in a high-demand environment; able to make clear judgment calls about where policy, research, analytics, and narrative investment yields the greatest impacts.
- Systems thinker with experience building or managing content infrastructure, processes, and editorial operations at scale.
- Track record of influencing stakeholders across levels and functions through the quality of your thinking and output.
- Familiarity with micromobility, transportation, or municipal procurement is an advantage but not required.
