Senior Manager – Technical Program Management
This position is listed on behalf of a partner company, based in the United Kingdom, that manages all applications and next steps.
This is a high-impact leadership role at the heart of a fast-growing, globally distributed engineering organization. You will be responsible for:
- Defining and scaling the Technical Program Management (TPM) function from the ground up.
- Shaping how complex, cross-functional work is executed across Engineering, Product, and Design.
- Acting as a key operator and strategic partner.
- Designing systems, standards, and operating models that enable teams to deliver reliably at scale.
- Building and leading a small but high-performing TPM team, setting the bar for execution excellence.
This role is ideal for a seasoned leader who has built TPM functions before and wants to define how a modern, distributed software company runs its most critical programs.
Accountabilities
- Build and scale the Technical Program Management function, defining its operating model, standards, engagement patterns, and long-term structure across the organization.
- Manage and mentor a growing team of senior Technical Program Managers, ensuring:
- Clear expectations.
- Maintained quality.
- Prevention of drift into administrative or status-collection work.
- Design and own the cross-functional execution framework between:
- Engineering
- Product
- Design
- Customer Success
- Support
- GTM
- PMM
- Ensuring clear ownership, dependencies, and escalation paths.
- Define and implement company-wide standards for project execution and management within tools such as Linear, including:
- Structure
- Tagging
- Milestone conventions
- Program visibility
- Lead dependency mapping and launch readiness for large-scale, multi-team initiatives spanning:
- Multiple engineering groups
- Downstream business functions
- Establish program-level visibility systems enabling leadership to track execution health without adding unnecessary overhead to teams.
- Partner closely with Engineering Managers and functional leaders to:
- Reinforce accountability.
- Ensure TPMs act as enablers of delivery systems, not substituents for team ownership.

Requirements
- 10+ years of experience in:
- Technical Program Management
- Or equivalent delivery leadership roles in:
- High-growth
- Distributed software organizations
- Proven experience in:
- Building, scaling, or transforming a TPM function.
- Managing senior-level TPMs.
- Setting organizational standards
- Strong technical fluency, with ability to:
- Understand architecture.
- Evaluate engineering trade-offs.
- Engage credibly with senior engineering stakeholders.
- Demonstrated success in designing and operating cross-functional execution systems between:
- Engineering
- Go-to-market teams
- Customer-facing teams
- Deep experience with project management systems such as:
- Linear
- Jira
- Defining or enforcing standards across multiple teams
- Clear perspective on TPM vs. PMO boundaries, and ability to resist administrative/hygiene-only operating models.
- Exceptional written and verbal communication skills in:
- Asynchronous, globally distributed environments
- High judgment, autonomy, and influence across senior stakeholders without formal authority.
