THE TEAM
JSM Group is a trusted name in delivering complex telecoms and utilities infrastructure across the UK. Our Planning team plays a critical role in shaping and coordinating the delivery of high-impact projects, from early feasibility through to as-built handover. As a Senior Planner, you'll be central to the success of our projects – driving efficiency, safety, and technical excellence.
SCOPE OF ROLE
You will be an integral part of the Digital Infrastructure team, reporting to the Senior and Lead Planners. Your role will focus on providing planning administration support for street works and construction projects, ensuring documentation, permits, systems, and reporting requirements are maintained accurately and efficiently.
- Support planners and operational teams with job packs, system updates, permitting administration, data management, and stakeholder coordination.
HOW YOU'LL SUCCEED
- Lead planning and design of telecoms routes and customer connections from feasibility through to as-built stage
- Develop and manage detailed MS Project programmes, identifying critical paths, risks, and mitigation strategies
- Oversee production of paving schedules, route plans, cable pack designs, and Straight-Line Diagrams
- Review and approve job packs, private wayleave documentation, and method statements
- Provide planning input at pre-construction and delivery meetings
- Monitor programme performance, productivity, and resource allocation
- Compile and present weekly/monthly progress and performance reports to JSM Directors and clients
- Oversee GPS and as-built data capture processes to ensure accurate project close-out
- Lead engagement with BT Openreach PIA processes, ensuring compliance and optimal route design
- Build and maintain strong relationships with Highways Authorities, clients, utilities, and internal operational teams
- Ensure health, safety, environmental, and CDM requirements are embedded within planning activities
- Mentor and support junior planners and planning administrators

WHAT IT TAKES
- Minimum 5+ years' experience in telecoms, fibre, or utilities planning
- Strong knowledge of telecoms route planning, civils coordination, and street works legislation
- Demonstrable experience managing complex programmes and multiple workstreams
- Advanced MS Project capability with strong analytical skills
- Experience with BT Openreach PIA processes and portal systems
- Strong understanding of SED management and diversionary challenges
- Ability to write and review RAMS
- Excellent stakeholder management and negotiation skills
- Strong commercial awareness and understanding of delivery constraints
- Ability to perform under pressure in a fast-paced environment

DESIRABLE
- Background in large-scale fibre network builds or multi-utility infrastructure
- Experience in diversionary works planning
- SSSTS or SMSTS certification
- Knowledge of private wayleaves and statutory undertaker processes
- Understanding of CDM Regulations and permitting requirements
- Experience leading or mentoring planning teams
