Senior Policy and Process Manager

Senior Policy & Process Manager (ACA) – Base Salary: £54,878–£64,562 pa


Compensation & Flexible Benefits

Due to skills and experience, salary, ranging from £54,878 pa to £64,562 pa, is offered, supplemented by:

  • A 20% Flexible Benefits Fund (paid on top of base salary, fully pensionable)

About the Role

As the Senior Policy & Process Manager (ACA), you will:

  • Lead the ACA team in defining, maintaining, and embedding ACA controls (policies, processes, and procedures) across HS2 Ltd and the supply chain, ensuring comprehensive coverage across all 7x ACA tests and the cost lifecycle.
  • Work collaboratively with multiple functions (e.g., commercial, finance, project controls, counter-fraud) to update and embed ACA controls as needed.
  • Ensure the ACA element of HS2’s control environment (including integration with Information Management System, or IMS) remains up-to-date, comprehensive, and delivering intended outcomes.
  • Provide direct input to Taskforce 2B (The Bridge) and Taskforce 2C on ACA policy, process, and contractor obligations.
    • Reports directly to the Head of ACA Strategy.

Core Responsibilities

  • Lead development of a robust, auditable, and transparent ACA governance and assurance framework, integrating with other functions.
  • Develop policies, processes, procedures, and Work Instructions (WIs) to support systematic end-to-end ACA across HS2’s entire programme.
  • Oversee the design, delivery, and evaluation of training to enhance understanding and compliance with ACA controls across:
    • HS2 functions
    • Tier 1 contractors
  • Provide operational expertise and guidance to HS2’s delivery teams and the supply chain on ACA controls.
  • Ensure HS2’s ACA compliance with UK legislation and standards.

About You

Successful candidates will demonstrate:

  • Analytical ability: To assess current policies and processes, identifying inefficiencies, risks, and growth opportunities across multi-functional teams.
  • Process design expertise: To develop clear, concise, and actionable procedures that ensure efficient, effective ACA implementation.
  • Communication skills: Ability to translate technical information into practical guidance and execute inclusive training for diverse audiences.
  • Stakeholder management: Experience gathering and analysing requirements from multiple stakeholder groups and sources.
