Locations: Birmingham, West Midlands (B2 4BH), London (E14 4PU), Liverpool (L3 1DS), Leeds (LS1 4PL) | Working Model: Hybrid (minimum 60% time at an HQ)
Job Summary
We are seeking a Senior Portfolio Analyst to join UKHSA, providing insight and analysis to support the effective delivery of projects and programmes. Successful candidates will work within one of UKHSA’s portfolio offices (sub-portfolio, group portfolio, or central portfolio management office) with responsibilities including:
- Governance and portfolio reporting
- Planning
- Risk and opportunity management
- Business cases and assurance
- Benefits management

Job Description
Key Responsibilities
Work closely with business areas to:
- Identify and categorise new projects
- Coordinate portfolio performance reporting for projects/programmes
- Provide secretariat support for governance boards and ad hoc meetings
- Maintain portfolio delivery maps and critical paths, tracking interdependencies
- Identify and monitor portfolio risks (threats & opportunities)
- Use digital tools and data analysis to inform decision-making
- Develop mechanisms for measuring benefits achievement
- Build strong stakeholder relationships
- Communicate UKHSA vision and purpose
- Update team standards, policies, tools to reflect current ways of working

Main Duties
As a Senior Portfolio Analyst, you will:
- Directly oversee moderate-to-high complexity programme/project collections
- Strengthen portfolio governance and prioritise resource allocation
- Align portfolio delivery with UKwide explicit strategies
- Translate insights via appropriate reporting methods to support strategic priorities
This role is part of UKHSA’s Project Delivery Resource Model, aligned to the Government Project Delivery Accreditation Pathway (Portfolio Analyst SEO level).
Person Specification
Essential Criteria
- Experience of managing moderate-to-high complexity portfolios or large-scale projects/programmes within:
- Planning, scheduling, and resource management
- Risk and issue management
- Governance, budgeting, cost management, and assurance
- Analytical skills with ability to interpret ** complexe, incomplete data** using digital/Excel-based tools
- Proficiency in reporting and presenting insights to diverse audiences
- Strong stakeholder engagement and relationship-building capabilities
- Ability to work under pressure and prioritise tasks with meticulous attention to detail
- Competency in Microsoft Office (Outlook, Word, Excel, PowerPoint)
Selection Process
- Stage 1: Application & Sift

Additional Information
Location & Security Clearance
- Hybrid working model with minimum 3 days/week on-site at Core HQs (Birmingham, Leeds, London, Liverpool).
- Requires completion of a Baseline Personnel Security Standard (BPSS) check before appointment.
Pay Scale
- Senior Executive Officer (SEO): £41,983 - £48,128 (National) £44,148 - £50,121 (Outer London) £46,310 - £52,113 (Inner London)
Future Planning
- UKHSA is relocating teams to its National Biosecurity Centre (Harlow, Essex) by 2038, with staged moves starting mid-2030s. Details on relocation support will be provided closer to transition.
