Senior Probation Officer – Role Overview
Location: National Probation Service, Liverpool Film Studios, L5 9YJ
About the Role
A management position within the National Probation Service (NPS), reporting to the Head of Operational Function to lead and support a Local Delivery Unit (LDU) or wider operational team.
Key Responsibilities
Leadership & Management
- Provide effective management and leadership to the team, ensuring adherence to national standards, policy, and contractual obligations.
- Be accountable for operational performance, improving team effectiveness, and aligning activities with budget control and strategic objectives.
- Ensure cost-effective resource deployment, optimising interventions and service delivery for best value.
- Support multi-agency public protection, reviewing casework and designating contributing to safeguarding children duties as required.
Performance & Accountability
- Monitor and evaluate performance data to improve team outcomes and delivery.
- Proactively manage staff development, discipline, attendance, health and safety, and employee relations.
- Oversee risk management by offender managers, ensuring compliance with public protection standards.
- Champion pro-social behaviour while challenging anti-social attitudes within teams.
Stakeholder & Operational Engagement
- Represent the NPS within NPS business plans, partner organisations, and external stakeholders.
- Facilitate communication between LDU management and internal/external agencies.
- Lead projects under delegated authority to deliver the NPS operational mission.
- Adhere to financial regulations and authorise expenditures within delegated limits.

Essential Qualifications & Experience
Education & Regulatory Requirement
- ISOP appropriate qualification, including:
- Probation Qualification Framework Graduate Diploma/ Honours Degree in Community Justice + Level 5 Diploma in Probation Practice, or
- Alternate qualifications recognised by the Secretary of State (e.g., Diploma in Probation Studies, Diploma in Social Work, or CQSW with Probation Option).
Experience & Competencies
- Substantial experience in offender risk-assessment/management, ideally as a Probation Officer within government or third-sector justice settings.
- Strong understanding of offender rehabilitation, public protection, and engagement with victims across multi-disciplinary collaboration.
- Evidence of evaluating practice and contributing insights to policy development.
- Flexible, deadline-driven, and capable of leading under pressure with demonstrable results.
- Skilled in change management, promoting diversity, health & safety policies, and IT analytics.
- Proven ability to progress staff development, equity, and managerial accountability.
- Requarded for strong communication skills (written/verbal English); Welsh proficiencies may apply (Wales-specific).
