Sub-Contract Procurement Manager

Are you an experienced, senior procurement professional with a strong background in tendering and sub-contract management? With a growing pipeline of work in the Power Sector, now is a great time to join (or transfer) to a long-term opportunity at Laing O’Rourke.

We are searching for a talented Sub-Contract Procurement Manager to join our team and lead the process for sub-contract services. This key role involves overseeing the procurement strategy, managing competitive tendering, and ensuring the successful selection of subcontractors that meet our quality, budget, and timeline requirements.


Key Responsibilities

  • Lead and manage the end-to-end tendering process for sub-contract services, including:
    • Issuing and reviewing Requests for Proposals (RFPs)
    • Evaluating bids
    • Selecting the most suitable subcontractors
  • Develop and implement detailed procurement strategies, ensuring fairness, transparency, and compliance in tendering processes
  • Collaborate with project managers to identify project needs, specifications, and scope, ensuring accurate tender document preparation
  • Negotiate contract terms and conditions with selected subcontractors to ensure cost-effectiveness, quality, and compliance
  • Maintain and grow existing supplier relationships, while identifying new opportunities through market research
  • Monitor sub-contractor performance, ensuring on-time delivery, budget adherence, and quality standards
  • Ensure all procurement activities comply with company policies, legal regulations, and industry standards
  • Provide regular reports on procurement activities, tender outcomes, and performance metrics to senior management

Requirements

  • Proven experience in tendering and sub-contract management, or a similar procurement role
  • Strong knowledge of tendering procedures, contract law, and procurement regulations
  • Experience in evaluating, negotiating, and finalising tenders and contracts
  • Excellent communication, negotiation, and interpersonal skills
  • Ability to manage multiple tenders and subcontractors while meeting deadlines and budgets
  • Strong analytical skills, attention to detail, and a strategic mindset
  • Relevant qualifications in procurement, supply chain management, or business administration (desirable)
